Human Resources Manager, Iraq

The Human Resources Manager will live and work in Iraq. They will be responsible for overseeing and implementing human resources programs in Iraq projects. This includes implementing and administering HR policies and procedures for local nationals and expatriate and Third Country National (TCN) employees. The individual will serve as the project human resources expert and will be responsible for communicating and implementing company HR programs and providing advice and counsel on a wide variety of human resource issues. Specifically, the HR Manager will conduct in-country on-boarding, orientation and specialized training such as ethics, facilitation of assimilation activities; processing and coordinating standard HR programs with the Home Office; explaining allowances, benefits and incentive payments; coaching, counseling, providing advice regarding company policy and employee relations; preparing employees for separation and repatriation; and other general expatriate support services. The HR Manager will also oversee the delivery of human resource operations to support local Iraqi project staff. He/she will ensure that local human resource policies and procedures are carried out and suitable delivery of local of orientation, recruitment and staffing, compensation and benefits, performance evaluation, training and other human resource programs are provided to local staff. The HR Manager will support the development of HR capacity building ensuring transference of knowledge and HR management in the projects. Required Skills: A minimum of 8-10 years of progressive human resource management experience that includes working with local national expatriate management issues. Strong oral/written communication abilities; organizational skills; ability to handle multiple projects; strong problem solving skills; experience investigating and resolving grievances and complaints and mediating conflict: ability to build effective relationships with all customers, peers, and others. Culturally astute, respectful and tolerant. Ability to work in hands on environment. Proficient in MS Office. Kno\vledgeable and experienced in HR systems. Bachelor’s degree required. Desired Skills: Previous experience working overseas particularly in the Middle East, Iraq andlor hardship posts. Managemcnt coaching and employee assistance counseling. Knowledge of USAID HR policies and procedures. Knowledgeable in intemational and local national HR disciplines and best practices. Education and Experience • Bachelors degree or equivalent experience in HRM or other related field required • 10 years of combined experience in Human Resources administration management or generalist experience, training and Payroll experience. • Excellent supporting International environment Knowledge, Skills and Abilities • Strong oral/written communication skills and ability to communicate at multiple levels in the organization • Strong planning, organization and problem solving skills • Strong presentation and facilitation skills • Ability to build effective relationships with all clients, peers, and stakeholders • Ability to work hands-on, independently, and within team in difficult work environment • Culturally astute, respectful and tolerant • Ability to pass a medical examination • Ability to lift 40 pounds
