Infrastructure IQC Manager

Dexis is seeking an experienced IQC manager and Deputy IQC manager to provide overall substantive, administrative and logistical management of USAID Task Orders. This position is part of an anticipated USAID IQC to provide global development support on the following initiatives: infrastructure, energy, water and sanitation, urban management, information and communications technology, and roads and transport.  The position will be based in Washington, DC.

Expected responsibilities include the following:

  • Ensuring access to and recruitment of personnel to administer and respond to technical staffing needs specific in awarded task orders
  • Overall supervision of the administrative aspects of the contract, maintaining a positive relationship with USAID
  • Supervision and coordination of technical backstopping services as need to resolve administrative, technical, and personnel issues
  • Monitoring all task order work plans to ensure quality control and timely delivery
  • Initiation and preparation of task order documentation, including recommendation of personnel
  • Attending monthly meetings at USAID with the Base Agreement COTR and serving as the primary contact point and liaison between the COTR and Chief of Party

 

Candidates are expected to hold the following qualifications:

  • At least 15 years or more in managing and implementing infrastructure programs
  • Substantial managerial and technical experience in infrastructure issues in developing countries (conflict and post-conflict country experience preferred)
  • At least 10 years of progressively responsible work in contract management; supervising professional and support staff; assembling teams of infrastructure professionals to respond to complex assignments, evaluation of staff and deliverables;
  • Experience working for USG, USAID preferred
  • In depth knowledge of USAID policies, regulations, and procedures
  • Fluency in English required, additional language preferred
