International Human Resources Manager, Grade 10

Summary:

In consultation with the Director, HR, the International Human Resources Manager is responsible for supporting the delivery, development and coordination of international and domestic HR services, initiatives and programs. S/he will work closely with the HR team in supporting the practice areas and the field offices on all aspects of HR including employment, policy development, administration of local labor laws, employee relations and mediation.  

DUTIES AND RESPONSIBILITIES:

  • Provides advice and coaching to international and HQ staff on all HR related matters including recruitment, termination, performance evaluations, employee relations and organizational policies.
  • Manages associated international hiring policies.  Participates in interview and selection process of domestic and key expatriate hires.
  • Assists the HR Director with employee relations involving expatriates and international field offices.
  • Facilitates and monitors performance management program for HQ and expatriate staff.
  • Oversees the orientation process for expatriates and TCN staff to the organization and the international benefits package. 
  • Counsels departing  HQ and international employees regarding extension of benefits and conducts exit interviews
  • Manages the immigration process for entire organization.
  • Collaborates with associated vendors (temp agencies, relocation provider, immigration firm, etc.) to ensure HR and policy compliance.
  • Initiates and recommends initiatives to improve HR policies and procedures and communicates them to staff.
  • Maintains knowledge of industry trends and all federal and state regulations and ensures organization’s compliance with requirements, including reporting.   

Qualifications:

  • A bachelor’s degree in relevant field, along with 8-10 years of related experience. Ideally looking for a person with strong HR generalist experience, as well as significant international exposure. 
    • Knowledge of US labor laws and familiarity with international labor law and expatriate and local national employment.  Experience in an NGO setting, especially in an international development organization (such as USAID) or related field, preferred.
    • Ability to exercise sound and timely judgment and maintain confidentiality of sensitive information.
  • Ability to communicate effectively with a diverse group of employees and outside contacts at all levels and handle multiple tasks simultaneously;
  • General knowledge of the principles and practices of HR administration
  • Demonstrated strong analytical and problem solving skills;
  • Demonstrated facility with HRIS software, internet-based research, and general office automated systems; and
  • Strong aptitude for developing and maintaining record-keeping and HR department systems
  • Occasional travel to field offices.
