IT Expert (EMIS Developer)

1.1       Global objective

The global objective of this contract is to ensure that the Technical Assistance Services, which the Ministry of Education is currently contracting through a local tender, is adequate for setting up an Education Management Information System (EMIS), which will meet the usual technical standards, the expectations as defined in the relevant tender documents, and the requirements as resulting from the goals of the ongoing ESDP.

1.2       Specific objective(s)

• To assist the EU Delegation in assessing offers submitted by the candidates for the technical assistance to the development of an EMIS database;
• To assist the EU Delegation in formulating an informed opinion concerning the compliance of the offers with the technical specifications outlined in the TOR for the EMIS tender;
• To advise the EU Delegation on the suitability of the selected candidate to implement the EMIS contract by providing the technical information necessary
• To support the Delegation in translating the assessment into effective communication to the Ministry of Education

2. EXPERTS PROFILE

2.1       Number of requested experts per category and number of man-days per expert

One expert of category I is required for this assignment for 9 working days

2.2       Profile required (education, experience, references and category as appropriate)

    Specific Experience

• - At least three years practical experience with information and data management systems in the area of health or education.
• - Relevant experience with the IT aspects of information systems in health and/or education.

   General Experience

• - At least ten years work experience in a relevant sector
• - Experience in providing technical advice on data collection, generation or analysis

   Qualifications and Skills

• - Postgraduate qualification in education, social sciences, IT or any other field relevant to the development/assessment of a well functioning data management system in the area of education or health
• - Excellent communication skills and fluency in English
• - Computer literate
• - Familiarity with 9^th EDF procedures and evaluation processes under the 9^th EDF will be of advantage

2.3       Working language(s)

 The working language for the provision of services under this contract will be English.

3. LOCATION AND DURATION

3.1       Starting period

The assignment will start on 29th of January 2010 and will proceed as specified below.

3.2       Foreseen finishing period or duration

The foreseen duration of the services is nine working days.
