The Amu Darya River Basin Management Programme (ARBP) - Kokcha and Panj Watersheds, Badakhshan, Afghanistan is an on going project, embedded in the larger River Basin Management initiative funded by the European Delegation to Afghanistan. The programme aims to foster poverty alleviation through improved food security.

 

The Provision of Technical Assistance in support to the ARBP, managed by Cardno Agrisystems since 2006, contributes to enhance the sustainable development of the river basin water management approach in the Kokcha and Panj Watersheds of the Amu Darya river basin.

 

The ARBP Technical Assistance Team works closely with the Ministry of Energy and Water, private contractors, NGOS and sister programmes to improve the river basin management approach, extend the river basin management master plan and authority, supervise the rehabilitation of irrigation assets and protection works, improve social water management and develop upper catchment conservation works. 

 

Cardno Agrisystems is currently looking for a Hydraulic Engineer/Construction Supervisor to lead a team of irrigation engineers and site technicians’ to supervise the rehabilitation of irrigations assets in Badakhshan and Takhar provinces. The post holder responsibilities will cover lead and management of the supervision team for quality control of works, works contract management, development of operations and maintenance procedures for water users associations, results monitoring and support the ARBP Team.

 

The post holder should have a degree in structural, civil, water, hydraulic or irrigation engineering or in Agriculture Development with specialisation in irrigation and water management and at least 5 years experience rehabilitation work of irrigation assets - canal intake structure, flow divider, pipe turn out, canal, vertical drop, river training, canal protection, ungated outlet, level crossing, head regulator etc -

The ideal candidate will have a strong understanding of relevant irrigation asset rehabilitation in Afghanistan or similar context.  In addition, the ideal candidate will have the management experience to effectively lead a team of engineers, and the interpersonal skills to liaise with the European Delegation to Afghanistan and the Ministry of Energy and Water.

The role would be full-time, from February 2010 to December 2010, on a flexible input schedule, and would be based in Faizabad, with extensive travel to construction sites in Badakshan and Takar Provinces. The position is available for an immediate start.
