The Organisation and the Project

As a Group, Coffey has more than 30 years’ experience of providing consultancy services, both in international development and in the extractives sector, specifically oil, gas and mining.

We are currently bidding for the management of the Facility for Oil Sector Transparency (FOSTER), funded by the UK Department for International Development (DFID). Following on from DFID’s earlier two phases of support to the Nigeria Extractive Industries Transparency Initiative (NEITI), FOSTER is a major new initiative that will seek to improve transparency and accountability in the oil sector. FOSTER will provide assistance to the core NEITI institutions as well as other government agencies, non-governmental organisations and business associations involved in the oil sector transparency area through provision of technical assistance (TA) and grants. The programme will support both “supply-side” transparency activities and “demand-side” accountability activities, and will have a broad focus covering all aspects of improving transparency and accountability in oil sector governance, not just revenue transparency issues. The expected outputs of the programme are:

 

  • generation of sound technical analysis of oil sector issues, related to transparency and accountability;
  • more effective communication of NEITI audits and other information about oil sector governance; and
  • more effective institutions involved in oil sector oversight and accountability functions.

 

The Position

 We are seeking expressions of interest for the position of: Team Leader

As the Team Leader your key role will be to ensure the effective and efficient operation of the programme and delivery against the programme outputs. You will direct an office of full time staff in Abuja, and short term consultants supporting the implementation of the programme. The position will be based in Abuja for five years.

 

Your key accountabilities will include:

  • Programme planning and implementation.
  • Liaison with DFID management.
  • Liaison and developing relationships with in-country counterparts and beneficiaries.
  • Liaison with Coffey headquarters and programme consortium partners.
  • Assisting counterparts and beneficiaries in the identification of needs.
  • Oversight of technical assistance and grant project management and follow-up.
  • Project monitoring and evaluation.
  • Reporting and quality assurance.
  • Communication and dissemination.

 

 The Person

To be considered for this position you will have a PhD or Masters level qualification in a relevant area, combined with at least 10 years’ relevant professional experience.

 

The ideal candidate will have:

  • Significant experience of working on initiatives to strengthen governance, transparency and accountability in developing countries.
  • Experience and understanding of extractive industries
  • Experience of working in Nigeria or elsewhere in the region
  • Excellent project management and team leadership expertise
  • Experience of implementing technical assistance projects, preferably for DFID
