Short-term assignments in Governance, Democratisation, Human Rights, Rule of Law, Public Administration Reform and Enhancement of the Role of Civil Society

GRM International is a member of the consortium led by Sofreco which has recently been awarded a European Commission (EC) Framework Contract for Lot 7: Governance and Home Affairs.  

 

The EC framework commenced October 2009 and will run for an initial two years, with a potential further two year extension.  

 

GRM also holds a number of Framework Agreements with the Swedish International Development Cooperation Agency (Sida).  Sida has recently announced that it intends to invite tenders for framework agreements in the area of Empowerment - Democracy, Human rights and Gender equality. 

 

GRM is currently in the process of identifying suitable experts for this upcoming opportunity.   GRM would like to invite candidates to apply for a pool of consultants potentially available to mobilise for assignments under these Framework Contracts.

 

Candidates will be contacted when suitable assignments arise and will also receive regular updates on framework assignments that GRM has been invited for.  

 

Candidates will have at least 10 years experience in sector(s) directly or indirectly related to these Framework Contracts; a list is presented a below. 

 

Experience working on EC or Sida funded assignments is desirable but not always essential.

 

Candidates will have post-graduate qualifications in a related discipline.

 

Fluency in more than one of the following languages is an advantage: English, French, Portuguese, Spanish and Swedish.  

 

Expertise in one or more of the following technical areas is required:  

 

Promotion and protection of human rights

 

-  Promotion and protection of human rights;

-  Social, economic and cultural rights;

-  Political and civil rights (women rights, freedom of movement, freedom of expression, rights of children, minorities and migrants.

 

Support to democratisation

-  Democratisation processes (incl. civic education);

-  Social and political roots of conflicts (conflict prevention);

-  Elections and the role and functioning of the Parliament;

-  Citizenship (representative legitimacy, participation and political accountability).

 

Reinforcement of the rule of law and administration of justice

 

-  Reinforcement of the rule of law;

-  Reform of judiciary (legal reform, justice and protection of human rights, capacity building, training of magistrates and prosecution officer);

-  Penal regime (sentencing and detention, pre-trial, juvenile detention);

-  Awareness and prevention of corruption;

-  Police reform;

-  Security sector reform.

 

Public administration reform and civil service reform

-  Public administration reform, public financial management and organisational development of public institutions (including policy formulation, planning, budgeting, monitoring, evaluation);

-  Civil service reform (including legal code, human resources management-recruitment, training)

 

Decentralisation and local development

-  Decentralisation (subsidiarity, legislation, accountability);

-  Support to local authorities (local and regional levels including municipalities);

-  Community based development (empowerment and participatory approaches, gender issues, micro-projects);

-  Local development strategies (social, economic, multi-sector)

 

Enhancement of the role of civil society

-  Organisations (Non Governmental organisations, Community Based Organisations, media, trade unions, roles (service delivery and advocacy) and recognition (legal framework). Including participatory organisation analysis and needs diagnostics;

-  Capacity building (development of strategies, management and human resource development, internal governance, decision-making processes, accountability and transparency, fund raising );

-  Networking (networking at local, national, regional and international level, coalition building, intermediary organisations, dialogue with government institutions).

 

Gender equality

-  Women's economic empowerment;

-  Women's political participation;

-  Women and security.
