Global Objective

The overall objective of this contract is to contribute to equitable and sustainable socio-economic development in Solomon Islands, particularly but not exclusively in rural areas, with NSAs’ role and activities fully integrated in the design and implementation of development policies.

Specific objectives

Specific objectives are to support the reinforcement of NSAs, especially NSAs’ network organisations, and give them appropriate skills in critical areas such as project planning and budgeting, enabling community participation, awareness and advocacy, project implementation, financial management, legal and institutional issues and monitoring. Network NSAs will be supported to effectively deliver requested development services to their members and to enable a constructive dialogue with the Government and donors.

Requested profiles

The Finance and Contracts (F&C) Expert will be responsible for establishing transparent and accountable financial management systems and procedures in the programme’s office, in compliance with 9^th EDF procedures. Specifically he/she will be responsible for financial accounting, procurement and tendering procedures, monitoring and reporting in accordance with 9^th EDF regulations and financial procedures. He/she will also be responsible for providing expertise, capacity building inputs and training for staff from the programme’s office and from key NSAs at national and provincial level.

A) Qualifications & Skills

• ­ Fluent in spoken and written English with good reporting, interpersonal and communication skills;
• ­ University degree in Finance or Accounting;
• ­ Previous experience as a Technical Assistant or consultant.

B) General Professional experience

• ­ An expert with financial management skills, administration skills and EDF procurement experience.
• ­ Minimum of 5 years of professional experience in finance and administration,
• ­ Proven competence in EDF procedures
• ­ Proven competence in computerised accounting systems and procedures

C) Specific professional experience

• ­ Minimum of 5 years experience in Finance and Contract of EDF funded development programmes with proven skills and ability to design and develop appropriate F&C systems, procedures and practices.
• ­ Have proven practical experience on the use of 9^th EDF financial and grant procedures;
• ­ Ability to assess training needs of national staff and NSAs and address these accordingly.

D) Others

• ­ Familiarity with the Non State Actor sector is an advantage;
• ­ Experience in ACP countries, ideally including the South Pacific is an advantage;
• ­ Ability to adapt flexibly to the demand of a small team covering a variety of activities.
