Chief of party

Chemonics seeks a chief of party for an anticipated USAID-funded rule of law project in El Salvador. We are looking for individuals who have a passion for making a difference in the lives of people around the world. Responsibilities include:

  • Provide overall leadership, management, and strategic technical direction for the program
  • Serve as the program's key liaison to manage relationships with USAID, government counterparts, and local partners to create and implement a strategic, long-term programmatic vision
  • Manage and supervise project personnel and subcontractors; oversee project work planning, performance management, and strategic communications
  • Ensure high-quality performance and integrity standards that comply with Chemonics and USAID policies and regulations

 

 Qualifications: 

  • Advanced degree in law, policing, international justice, court administration, or other related field preferred 
  • Minimum 10 years of experience in rule of law and in the justice sector, preferably in the areas of community policing, police reform, access to justice, alternative dispute resolution/mediation, and institutional capacity building
  • Minimum 10 years of experience improving management and administration of government institutions, state capacity to provide efficient citizen security and services to victims, transparency, and civil society advocacy and oversight over government institutions
  • Experience managing and coordinating complex rule of law projects for USAID or other international donors
  • Experience collaborating with multiple stakeholders, including local governments, USAID, and international donors
  • Experience in El Salvador preferred
  • Demonstrated leadership, communication skills, versatility, and integrity
  • Proficiency in written and spoken English and Spanish required
