Team Leader / National Director

GTZ International Services is tendering for an agricultural and rural facility project in Afghanistan, which was created to promote the infrastructure development, agricultural production and market development in Afghanistan. In accordance with Afghan government policy the project is expected to promote district level development diagnostics and investment plans, rapid implementation of packages of prioritized district level income generation projects and enhanced MRRD/MAIL capacity organized in joint teams at district, provincial and national level.

The objectives of the project are: 

1. To promote sustainable growth in legal rural incomes and employment.
2. To test and to prove mechanism for delivery of district-based integrated agriculture and rural development in selected provinces and districts with high potential for rural growth and for reduction of poppy cultivation or of the risk of resurgence of poppy cultivation. 

Responsibilities

Your responsibilities would include:
- Coordinating the project, project preparation and package aggregation 
- Assistance in the mobilization and implementation of the project including setting up the teams 
- Establishing the application and control systems 
- Managing an information and communication campaign 
- Providing of timely information and reports, community profile and other management related information 
-  Undertaking technical and financial monitoring and producing consolidated progress reports 
- Compliance with project criteria and sector strategies 
- Participation in the discussion on the planning and designing of overall planning tools in the Ministry 

Qualifications

For this position, you have the following experience and background:
- University degree at master’s level in economics or other equivalent fields 
- A minimum of 10 years relevant experience with 5 years experience in international projects in relevant fields in the position of CEO or Director 
- Capability to cooperate in complex programs of national coverage and outreach 
- Experience in setting up organizational structures 
- Excellent knowledge of the English language 
- Knowledge of Pashtu and/or Dari would be an asset 
-Very diplomatic and efficient expertise 
- Strong intercultural skills, team player, ability to adapt 

Duration

Duration: 6-12 months, extension up to 3 years possible
Start date: most probably September 2009.
