Director of Finance & Administration

International Relief and Development Inc (IRD) is a non-profit organization specializing in international development and humanitarian assistance. IRD's mission is to reduce the suffering of the world's most vulnerable groups and provide tools and resources needed to increase their self-sufficiency.

The Director of Finance and Administration will be responsible for providing guidance on financial management, internal controls, and administration, and supervising human resources management. This position is based in Kabul, Afghanistan. The Director of Finance and Administration will be supervised by IRD's headquarters-based Chief Financial Officer and Director of Finance and Administration.

Responsibilities:

- Establish and oversee financial management and internal control systems.
- Supervise financial and administrative staff to ensure achievement of program results and conformance with USAID regulations
- Visit regional offices and district activities to obtain feedback, monitor progress, and provide support.
- Assist the Chief of Party in managing the overall award and any sub-awards to project partners.
- Negotiate award amendments as required.
- Meet regularly with USAID to ensure financial management efficiency and reporting accuracy.
- Advise project teams on financial status and funds availability.
- Provide monthly financial reports to the Chief of Party and identify potential problem areas for resolution and solutions.
- Guide the financial and administrative aspects of work-planning.
- Create work-plan tracking systems to monitor financial progress of project activities.
- Ensure timely budgeting, management and reporting of program finances.
- Ensure the effective implementation of financial policies, procedures and practices.
- Contribute to the effective award and management of grants.
- Ensure timely preparation and submission of financial reports.
- Ensure development and implementation of administrative and personnel systems.
- Provide oversight of procurement of equipment and commodities in compliance with donor regulations and procedures.

Required Experience

- Advanced degree in Finance
- 5+ years experience in international development
- Experience managing USAID grants programs
- Experience with USAID grants rules and regulations, specifically ADS 303.
- Ability and flexibility to work independently and effectively in difficult field conditions
- 5+ years professional experience in Afghanistan or the surrounding area preferred
