The Global Fund to Fight AIDS, TB and Malaria (the ‘Global Fund') is one of CHD's key clients. CHD holds responsibilities for the assessment and monitoring of procurement and supply management (PSM) systems in over 60 countries. CHD has a large network of collaborating experts who live and work in countries around the world.

CHD is now seeking to expand its activities, and is therefore looking to recruit a:

 

Business Development / Programme Management Officer

 

General responsibilities:

To prepare high quality project proposals and financial offers for submission to major donors and funding agencies, in order to obtain consulting assignments and project implementation orders in the field of public health.

 

Specific responsibilities:

The candidate will provide strategic advice on expansion of CHD's portfolio, and will have key responsibilities in implementing this strategy. He/she will:

  • Develop an annual acquisition strategy and plan;
  • Research new business opportunities and prepare expressions of interest;
  • Prepare project proposals and provide follow-up during bidding processes;
  • Collaborate with CHD staff and management in proposal development;
  • Build and maintain optimal relationships with major donors, funding agencies, and other stakeholders;
  • Collaborate with CHD staff and management in project implementation;
  • Plan visits of CHD consultants, and make necessary arrangements;
  • Provide documentation, backup and trouble shooting for consultants when on assignment;
  • Assist in other activities when necessary.

 

Qualifications/Requirements:

This is a senior level position requiring a combination of advanced studies and extensive experience (minimally 10 years), including overseas working experience in the developmental sector.

  • Advanced degree in a relevant sector (preferably, but not necessary limited to public health, development, etc).
  • Highly developed writing skills.
  • Proven experience in proposal development, submission, and follow-up with one or more of the major development agencies (World Bank, EU, UN agencies). Additional experience in project implementation, monitoring and backstopping will be an advantage.
  • Fluency in English speaking and writing. Some knowledge of Dutch is an advantage, as is knowledge of other languages (e.g.  French, Spanish or Portuguese)
  • Ability to work independently and to synthesize inputs from a variety of staff and resources.
  • Entrepeneurship, accuracy, flexibility, service orientation
  • Candidates entitled to work and living in the EU will have an advantage
