Scope:
IRC is currently preparing for an upcoming proposal in response to an anticipated U.S. Department of Labor (DOL) call for proposals. Proposals will focus on innovative ways to provide educational services to children engaged, or at risk of engaging, in exploitative labor.
The consultant will be required to travel within Rwanda (based in Kigali) for a period of at least 3- 4weeks to gain contextual understanding of key issues and related programs, while leading design of the proposal strategy and framework. The Team Leader is expected to take a lead on liaising with local partners in order to successfully address the objectives of the solicitation.
Responsibilities:
- Attain rapid familiarity and knowledge of IRC Program Framework; the child protection/education/and youth livelihoods context in Rwanda; current IRC capacities in the child protection/education/and youth livelihoods context; and the requirement of the solicitation.
- As primary point of communication on the proposal, coordinate all team members and ensure that responsibilities are well delineated and clear (working in close coordination with the HQ Business Development Unit). Duties will include primary responsibility for partnership management
- Determine all tasks necessary to prepare the proposal with support from the NY CYPD technical unit and Business Development Unit, including development of a timeline for all tasks and assign persons responsible for these tasks, and monitoring of task progress.
- Primary responsibility for proposal logical framework
Support writing of proposal (in-country and from residence). This includes articulation of a project concept that fits within IRC frameworks, proven approaches for withdrawal and prevention of children from exploitative forms of labor, and solicitation requirements. - Lead budget development with IRC country office finance team. Ensure the budget is developed in a timely and cost-effective manner.
Requirements:
Minimum 3 years of experience writing proposals for USG solicitations; experience with preparation of Department of Labor proposals preferred.
5 years' work experience in the international development, education, child protection, and/or livelihoods realm;
Fluent in English, fluency in French preferred
