Senior National Anti-Corruption Strategy Adviser
The Office of the Vice Prime Minister of Timor-Leste and Management Sciences for Development, Timor Leste (MSD), a United States Agency for International Development (USAID) contractor, is seeking applicants for the position of Senior National Anti-Corruption Strategy Adviser. The Strategy Adviser will provide technical assistance and policy advice to the Vice Prime Minister of Timor-Leste and the Inspector General in relation to development of a comprehensive national anti-corruption strategy framework. Applicants should have a strong educational foundation and professional experience in the areas of anti-corruption, good governance, transparency and accountability. Senior management experience with an anti-corruption commission, in a legal environment or in a public sector organization is an advantage.
Scope of Work
The proposed adviser will travel to Dili, Timor-Leste and assume the position of Senior National Anti-Corruption Strategy Adviser to the Vice Prime Minister and will render field service for approximately sixty (65) working days from August 2009 to November 2009, to perform the following tasks -
- a) Provide advice and technical assistance to the Vice Prime Minister of Timor-Leste on anti-corruption and public accountability policy initiatives. This includes preparation of policy proposals on the formulation of a national anti-corruption strategy and action plan.
- b) Under direct supervision of the Vice Prime Minister, support the institutional development of the Office of the Inspector General. This support includes assisting the Inspector General develop a vision for his office and the preparation of a strategic and organizational plan and proposing amendments as required to the organic law governing the office..
- c) Provide specific technical assistance as requested to support the Vice Prime Minister in his special areas of engagement which includes inter-ministerial coordination, infrastructure monitoring, management and monitoring of decentralization and implementation and monitoring of special investment projects in the context of strengthening accountability and transparency.
- d) Liaison and collaborate with relevant stakeholders, other international advisors, and donor representatives working in the sector.
- e) Provide inputs in the preparation of state budget proposals to promote transparency and accountability across the government.
- f) Perform other such functions as directed by the Vice Prime Minister.
Outputs and deliverables:
The following outputs and deliverables are expected to be generated by the Senior Anti-Corruption Training Adviser:
- a) Preliminary assessment report and contract work-plan
- b) Technical assistance to the Vice Prime Minister
- c) Policy proposals to promote transparency and accountability
- d) Policy proposals to formulate the National Anti-Corruption Strategy
- e) Strategic Plan for the Office of the Inspector General
- f) Draft anti-corruption regulations/laws, operational procedures and guidelines
Timing, Level of Effort (LOE) and Reporting Relationship:
The Senior Anti-Corruption Strategy Adviser's assignment will take place in Dili, Timor-Leste for approximately sixty (65) working days from August 2009 to November 2009. The Adviser will work under the direct supervision of the Vice Prime Minister. MSD COP Brian Francisco shall have responsibility to monitor the Adviser's performance and ensure that all outputs are delivered in accordance with this scope of work.
Qualification Requirements
- A university degree in political science, social science, law, public administration, development studies, or related discipline is required, an advanced degree is preferred; extensive experience may be considered as equivalent of an advanced degree.
- Excellent writing and speaking skills in English is mandatory, fluency in spoken and written Portuguese or Tetun is an advantage.
- Minimum of 12 years of experience in the areas of anti-corruption and good governance and practical experience gained as a senior manager of an anti-corruption agency would be a distinct advantage.
- Prior senior management experience in an anti-corruption agency or within a prosecution, judicial, or quasi-judicial environment, or employment in a relevant public sector organization, are preferred.
- Demonstrated ability to engage in strategic analysis and provide policy advice to senior government policy-makers and the capacity to facilitate and organize the implementation of policy decisions are important qualifications.
- Prior experience in the legislative process, especially in a civil law jurisdiction, is highly desirable.
- Experience in a developing, transitional or post-conflict country setting is preferred
- o Strong inter-personal and intercultural skills are very important
- o The ability to work in stressful and less than ideal operating circumstances and politically sensitive environments is required.
