Côte d’Ivoire faces serious political, social, and security challenges as it emerges from a recent outbreak of violence following the contested November 28, 2010, presidential election. In this conflict, 3,000 people lost their lives, hundreds of thousands were displaced, and an already tense social and political environment throughout the region was inflamed. <!–?xml:namespace prefix = o ns = “urn:schemas-microsoft-com:office:office” /–>

The USAID/OTI Côte d’Ivoire Transition Initiative (CITI) provides material and technical support to government, civil society organizations and other community groups, to give force to demands for transparency and accountability and bolster positive change. The program supports activities intended to increase confidence in the government’s capacity and commitment to meet the needs of all Ivoirians and promote reconciliation through citizen participation in the recovery process. AECOM implements this program on behalf of USAID’s Office of Transition Initiatives by managing a comprehensive in-kind and cash grants program, providing commodities and services to grantees for their implementation of mutually agreed upon activities.


Level of Effort

Short Term: Approximately 6 months with the possibility for an extension.

Duties & Responsibilities

The consultant will be involved in working closely with the Ministry of Justice to support, assist, train, advise and mentor personnel within the MOJ and other organizations in the justice sector such as civilian police and the judiciary, in order to enhance their capacity to conduct investigations and prosecutions of atrocity crimes that are consistent with international standards and the rule of law. Candidates should be prepared to liaise and consult with all justice stakeholders to ensure coordination of accountability efforts.

Requirements

· Candidates must have demonstrated experience conducting investigations of human rights and/or international humanitarian law violations.

· Ability to communicate in French is required; proficiency in English is desirable but not required.

· Must have 5+ years of experience in law enforcement, criminal investigations, justice sector reform, or related areas. Experience in military justice is desirable.

· Experience in the civil law system required

· Knowledge of international investigation/police and/or criminal justice standards and experience providing legal analysis of international humanitarian law

· The ability and willingness to train other individuals in area of expertise

· Negotiating, interpersonal and leadership skills

· Experience in a multicultural environment
