DMI has now been shortlisted as leader for the EC funded project Civil Service Reform and Modernisation of the Government of Kazakhstan with the following partners: ENA (French National School of Administration), WYG, Cantabrigia Advisors (Cambridge University), DBB Academy, INCOM, LSE Enterprise (London School of Economics) and Nicolaas Witsen Foundation.
We are searching for the following Key Experts:
Key expert (1): Human Resources Policy and Management Advisor
Qualifications and skills
- Master degree in public administration, human resources management, public administration, public policy, economics, law or a relevant, directly related discipline, or equivalent.
- Proven skills in human resources management in public sector.
- Computer literacy and familiarity with electronic databases.
- Proficiency in English. Working knowledge of Kazakh and/or Russian will be considered an advantage.
General professional experience
- Minimum 8 years of relevant professional experience in civil service reform and modernisation.
- Minimum 5 years of experience in institutional capacity assessment.
- Experience in implementing technical assistance projects in developing and/or transition countries in the area of public administration and civil service reform.
- Experience of working in CIS, preferably in the Central Asian region and in particular inKazakhstan, will be considered an advantage.
Specific professional experience
- Minimum of two direct experiences in design, development and/or implementation of civil service modernisation and reform outside the beneficiary country.
- Experience in civil service policy formulation and policy instruments development.
- Experience in civil service training.
Key expert (2): Public Service Quality Advisor
Qualifications and skills
- Master degree in public administration, public policy, economics, law or a relevant, directly related discipline, or equivalent.
- Proven skills in evaluation and monitoring methods and tools.
- Computer literacy and familiarity with electronic databases.
- Proficiency in English. Working knowledge of Kazakh and/or Russian will be considered an advantage.
General professional experience
- Minimum 5 years of relevant professional experience in evaluation and monitoring of public service delivery and/or performance of public organisations.
- Minimum 2 years of experience in institutional capacity assessment within the context of service delivery functions of line ministries and agencies.
- Experience of working in CIS, preferably in the Central Asian region and in particular inKazakhstan, will be considered an advantage.
Specific professional experience
- Minimum of 2 direct experiences in implementation of public service delivery with line ministries outside the beneficiary country.
- Proven track record in developing and/or using participatory mechanisms on public service delivery
- Experience in international projects implemented in the area of public administration and civil service reform.
- Experience in design and/or implementation of activities for public service provision or delivery.
Key expert (3): Education of Public Administration Staff Advisor
Qualifications and skills
- Master degree in education management, vocational education, public administration, or public policy or a relevant, directly related discipline, or equivalent.
- Excellent analytical and planning skills.
- Computer literacy.
- Proficiency in English. Working knowledge of Kazakh and/or Russian will be considered an advantage.
General professional experience
- Minimum 10 years of relevant professional experience in higher education management projects.
- Minimum 5 years of relevant professional experience in civil service and public employee training system.
- Experience of working in CIS, preferably in the Central Asian region and in particular inKazakhstan, will be an advantage.
Specific professional experience
- Experience in educational programmes quality assurance and/or certification mechanisms and/or sector qualification frameworks.
- Experience in international projects implemented in areas related to public service training.
- Experience of working in higher education institutions (such as universities or civil service training colleges) as a teacher, education manager, consultant or equivalent.
- Experience in education management process, development of curricula, teaching plans, training materials and alike.
- Experience in designing and conducting applied research.
