Project/Proposal Summary: 

This 4 year, USAID-funded legislative strengthening project will work closely with the Armenian National Assembly and Members of Parliament.  It will focus on building capacity of selected committees and their operations, including skills and knowledge of MPs serving on committees, rules and procedures of select committees, legislative analysis and review by staff and members, and outreach to citizens and civil society.  The goal of the program is to see representation of citizens’ interests by selected committees increased, oversight of the executive branch by selected committees improved, analytical capacity of selected committees improved and rules and procedures governing selected committees made clearer and institutional capacity increased.

Position Summary:

The Legal/Organizational Team Leader will serve as the project’s resident technical advisor on organizational development for legislative rules and procedures.  S/he will work closely with the Chief of Party and other Team Leaders on the technical and administrative management of the program.

Responsibilities:

  • Work closely with Members of Parliament and other staff of the National Assembly to develop processes, rules and processes, rules, and procedures for use in the National Assembly.
  • Collaborate with committee staff to identify best practices that can be applied throughout the National Assembly.
  • Assess needs, design and conduct trainings on relevant skills. 
  • Select and manage short-term technical advisors as needed to supplement the technical skills of the permanent staff.   

 

Qualifications:

  • Law degree required.
  • Extensive experience in organizational development, with an emphasis on legislative rules and procedures, particularly at the legislative committee level.
  • Prior experience on USAID-funded projects, and in the management thereof, strongly preferred.
  • Experience expanding pilot processes, rules, and procedures at the committee (office or department) level to the overall institution.
