Position Summary

 

This position is housed within the Security and Logistics Department which is under the Office of Development and Administration. This position will develop and implement standard operating procedures to govern security and operations in the field. This position has responsibilities over the personnel security, project physical security assessments, information security, budgeting of new initiatives, field project launches and office set ups, and other field-based operational functions. Travel will be required.

 

Reporting and Supervision

 

This position reports to the Director of Security and Logistics.

 

Primary Responsibilities

 

1)     Assist the Director of Security and Logistics (DSL) in coordinating and managing a corporate-wide comprehensive security and emergency planning program at Headquarters and the field. This program will provide for the protection of employees contractors, facilities, Creative sensitive information, and classified national security information.

 

2)     Work closely with security contractors and consultants in order to provide a variety of security services for both field offices and Headquarters.  Coordinate with the DSL to ensure that these security services are appropriate for that particular field office.

 

3)     Assist with the implementation of a Personnel Security Program which will ensure that appropriate vetting is conducted on applicants as well as employees.

 

4)     Assist the DSL with the implementation of an Information Security Program which will provide for the protection of sensitive CAII information as well as classified information.

 

1)     Work with security contractors and consultants in assessing field offices to ensure that appropriate security measures are in effect. These measures would include among other things guard forces, perimeter barriers, locks and alarms.

 

2)     Assist field offices in developing a viable and tested emergency preparedness plan.

 

3)     Conduct security compliance reviews for field offices and Headquarters.

 

4)     Perform the duties of Assistant Facility Security Officer for Creative, to ensure compliance with the Department of Defense, National Industrial Security Program while protecting classified national security information used to perform classified contracts.

 

5)     Provide security advice and guidance to a wide range of Creative officials both at headquarters and the field in order to enhance the security posture of the company.

 

6)         In coordination with the firm’s Programmatic Divisions, the Management Associate for Security Operations will assist in formulation and definition of policies, protocols and procedures in the following areas:

 

  1. Cost estimation for bid preparation
  2. Procurement guidelines for home and field operations
  3. Human Resources and Field Personnel Administration
  4. Information Technology
  5. Facilities Management – radio, telephone communications
  6. Security
  7. Communications, Media and Graphic standard
  8. Finance and Accounting
  9. Contracts
  10. Grants Management
  11. Legal Issues: corporate registration overseas, power of attorney, corporate seals, etc.
  12. Marketing and representational materials
  13. Staff Orientation and staff training
  14. Field Start up/Set up Requirements

 

7)     Upon request, this position will lead and/or assist with the set up of new programs or offices in the field. Responsibilities may include recruitment and hiring of local staff, local business/government registration, setting up administrative and financial systems consistent with corporate standards.

 

8)     Upon request, this position will implement and/or support the implementation of selected aspects of projects– for example, support distribution of textbooks in Afghanistan.

 

9)     This position will assist with budget preparation for special initiatives or business development purposes.

Required Skills & Qualifications

 

  1. Bachelor’s degree (Master’s preferred) in International Relations, Security & Development or closely related field.
  2. A minimum of 5 years of security management experience in the context of international development.
  3. Familiarity with Security, HR, financial, logistical, procurement and administrative systems.
  4. Experience writing and implementing security policies, procedures and protocols.
  5. Previous experience with USAID-funded projects.
  6. Demonstrated ability to work well in teams and in a collaborative environment.
  7. Excellent organizational skills, detail-orientation and flexible work style.
  8. Strong written and oral communication skills.
  9. Proficiency in the use of computers and Microsoft Office software.

10.  Ability to multitask.

11.  Demonstrated ability to handle confidential and/or sensitive information.

12.  Appreciation of, and ability to work effectively in, diverse work environments.

 

Desired Skills & Qualifications

 

  1. Fluency in a second language (Arabic, French, Spanish, etc).
  2. Field-based security and crisis management experience.
  3. Solid command of USAID regulations—formal training a plus.
  4. Proposal budgeting and writing experience.
  5. Previous work experience in hostile, post-conflict environments.
  6. Familiarity with international education and/or democracy & governance—the firm’s core business lines.
  7. Work experience abroad, preferably in the international development arena.
  8. Membership, active duty, and/or leadership role in international development-focused professional associations.
