Job Summary:

Catholic Relief Services (CRS) is the overseas relief and development arm of the United States Conference of Catholic Bishops. It was founded in 1943 and works in over 100 countries globally. 

The ICT4D Project Manager is responsible for managing a portfolio of ICT4D projects.  This includes integrating various ICT4D initiatives, communicating with project stakeholders to define project objectives and keep them apprised of project status, maintaining adherence to GKIM’s system development life cycle methodology (SDLC), acquiring resources, coordinating the efforts of GKIM business units and third-party contractors or consultants, and delivering quality solutions on time and within budget.

 

 Job Responsibilities:

  • Work with CRS stakeholders to define the scope, goals and deliverables of new ICT4D projects. 
  • Work with GKIM’s Senior Leadership Team to develop a strategy for integrating ICT4D project product
  • Develop an ICT4D system roadmap
  • Monitor ICT4D Help Desk and Innovation Award program to identify trends in ICT4D support requests
  • Use trends to adjust ICT4D project roadmap as necessary
  • Work with GKIM functional business units to develop an integrated plan for execution of current ICT4D projects.
  • Develop project plans that conform to GKIM’s system lifecycle delivery methodology and the ICT4D System Roadmap
  • Develop resource loaded schedules using MS Project
  • Identify project dependencies and critical path
  • Work with GKIM functional managers to identify resources for project definition, analysis, design, development, implementation, testing, and deployment effort.
  • Work with key subject matter experts to estimate the business resources and participants needed to achieve project goals.
  • Direct project activities
  • Delegate tasks and responsibilities to appropriate project teams and coordinate their efforts throughout the project lifecycle.
  • Schedule and conduct project management and lifecycle phase reviews
  • Monitor project activities, track project milestones and deliverables, and take action when progress deviates from plan
  • Manage project risks: identify and assess project risks using a qualitative or quantitative risk management method and develop and implement risk mitigation plans
  • Manage project issues and escalate issues that cannot be resolved in a timely manner
  • Manage project scope and assess impact of proposed changes using GKIM’s change management processes
  • Effectively communicate project expectations to team members and stakeholders in a timely and clear fashion.
  • Develop and deliver status reports and presentations
  • Liaise with project stakeholders on an ongoing basis
  • Capture and communicate lessons learned for managing GKIM projects

Qualifications:

  • Bachelor’s degree management, engineering or IT related field or equivalent experience
  • Minimum of 9 years of system development experience
  • Minimum of 6 years experience in IT project management in projects that required significant business change
  • Minimum of 3 years experience in using MS Project
  • Minimum of 3 years of field experience implementing ICT4D projects
  • PMI certification desirable
  • Experience in running projects involving multiple project teams
  • Experience in running IT projects within CMMI Level 2 or greater
  • Knowledge of ICT4D trends, applications, and technologies.
  • Knowledge of MS Project and Office applications.
  • Track record of reliable and consistent performance.
  • Must be fluent in written and spoken English. Fluency in French and/or Spanish desirable.

Mental/Physical Requirements:

  • Regularly required to sit at a desk; work at a computer; type.
  • Occasionally lifts, carries, and /or moves objects weighing less than 25 pounds.
  • Ability to make decisions which have significant impact on the department’s credibility, operations, and services.
  • Occasional travel, less than 25%, is required.
