Monitoring and Evaluation (M&E) Specialist

Counterpart International is seeking a Monitoring and Evaluation (M&E) Specialist for a 3-year civil society program based in Georgia.  With direction from the Chief of Party and the Civil Society Division’s Director of M&E and Knowledge Management, the M&E Specialist will support an effective implementation of Counterpart program in Georgia t by developing and maintaining effective Program Monitoring and Evaluation Systems, by conducting regular program and project evaluations, and by coordinating program reporting throughout the region.

 Duties and Responsibilities:

Through close collaboration with the Chief of Party and Counterpart HQ staff, the M&E Specialist will:

• Develop and maintain effective program monitoring and evaluation system for regional programs
• Ensure all M&E systems and procedures are well-integrated with donor reporting systems and procedures.
• Provide assistance and support to the regional offices in building their capacities to design and implement effective M&E reporting systems
• As necessary, train local partner organizations in M&E procedures
• Conduct program monitoring visits throughout life of program as needed
• Design and conduct program and project evaluations as needed
• Analyze information collected by M&E systems, prepare qualitative and quantitative reports, make recommendations for improvements in developed systems wherever necessary

 Qualifications:

• Minimum of five years experience with development programs working with M&E
• A Master’s Degree in International Development, Political Science, Public Policy or a similar field.
• Technical expertise in the areas of data analysis, M&E systems design, implementation and management
• Excellent public speaking writing skills in English and Farsi. Advanced computer skills, especially advanced use of MS Office.
• Excellent English language skills
