OVERALL RESPONSIBILITIES:

The Monitoring and Evaluation (M&E) and Quality Assurance (QA) Specialist is responsible for leading the development and implementation of a plan to monitor progress, evaluate effectiveness, and disseminate results of the project activities and innovations for SHTP II Project. The M&E and QA Specialist has primary responsibility for identifying M&E needs; designing and maintaining data collection systems; and for ensuring that all necessary information from both routine reporting, as well as from ad hoc data collection efforts and special studies, is collected, analyzed and used in guiding internal project planning and in  informing external partners about project activities and accomplishments. The M&E and QA Specialist conducts all appropriate analyses, including the use of complementary data sets and secondary analysis, and fully documents activities and accomplishments in the form of reports, publications, and presentations.

S/he works closely with the Director of Monitoring and Evaluation and the M&E Technical Advisor to provide the  necessary support for accurate data collection, analysis, dissemination, and use at all levels of health providers to develop and maintain a system that helps them to: 1) Collect accurate and complete information about their projects in as simple a manner as possible; 2) better understand the value and meaning of the data they collect; 3) analyze and apply their results in a day-to-day activities; 4) track their progress; 5) and, compare the quality and volume of their services with others for continued quality improvement.  This position will also be providing support to the SCPs in the implementation of standards for managing quality improvement and monitoring progress of SCPs in the performance based contracts.

SPECIFIC RESPONSIBILITIES

1. Manage an M&E system that will generate timely information and feedback to project stakeholders.

• Review monthly and quarterly SCPs narrative progress reports.
• Ensure Sub contracting partners (SCPs) provide timely submission of reports and adhere to reporting guidelines.
• Conduct Data Quality Assessment visits to Primary Health Center (PHC) facilities sites with M&E Officers from the relevant SCPs.
• Conduct field visits for data validation, especially in the context of the performance based contracts and linking performance to payments.
• Review and ensure timely data entry into database and retrieval for analysis and compilation for quarterly and annual reporting and dissemination to stakeholders.
• Monitor the quality and completeness of service data for documenting project performance and solving data issues if and when they arise.
• Monitor achievement of project indicators and targets and evaluate progress against those targets.
• Undertake monitoring and support visits to SHTP SCPs field offices.

2. Develop systems, forums, protocols, and policies that facilitate communications between the response team and other stakeholders.

• Support the SCPs to implement quality improvement tools for improved performance of the health facilities by focusing on the MSH Fully Functional Service Development Point (FFSDP).
• Review use of frontline tools during Data Quality Assessment (DQA) visits.
• Provide feedback to the SCPs.
• Ensure availability and distribution of data collection tools (FFSDP and PHC registers) to SCPs.
• In collaboration with the M&E Technical Advisor, conduct periodic reviewing of SCPs M&E plan after award of contracts.
• In collaboration with M&E Technical Advisor, review performance monitoring plan (PMP) indicators to determine a baseline for a new project year.
• Capture lessons learned and best practices, documentation and dissemination of information, assisting developing presentations, abstracts, articles, etc.
• Document recommendations and lessons learnt to United States Agency for International Development (USAID), Government of South Sudan (GoSS) Ministry of Health (MoH), and other stakeholders.
• Ensure SHTP SCPs identify success stories and share best practices through feedback mechanism.

3. Provide capacity building of SCPs in M&E training

• Conduct training of staff from the SCPs and the Service Delivery Points (SDP) on the relevant MoH frontlines tools used for data collection and collation.
• Provide support for the building of M&E and quality management capacity within the County Health Department.

4. Other duties:

• Represent SHTP II at stakeholders meeting including government and other agencies.
• Additional tasks assigned by the Director of M&E, Technical Director or COP.

QUALIFICATIONS

1. Bachelor of Science or Master’s Degree (preferred) in public health, statistics, health sciences, population studies (demography), social sciences or related field and 2-4 years of M&E related experience; or diploma in social sciences with 4-6 years of experience in monitoring and evaluation related experience of health programs/project.
2. Experience working in projects that support the provision of primary health care services. 
3. Experience in use of data to inform decision-making, planning, resource allocation, and other strategic initiatives.
4. Excellent written and oral communication skills (English) with experience in presenting to groups.
5. Knowledge of Arabic is an added advantage.
6.  Excellent team player.
