OVERALL RESPONSIBILITIES:
The Monitoring and Evaluation (M&E) and Quality Assurance (QA) Specialist is responsible for leading the development and implementation of a plan to monitor progress, evaluate effectiveness, and disseminate results of the project activities and innovations for SHTP II Project. The M&E and QA Specialist has primary responsibility for identifying M&E needs; designing and maintaining data collection systems; and for ensuring that all necessary information from both routine reporting, as well as from ad hoc data collection efforts and special studies, is collected, analyzed and used in guiding internal project planning and in informing external partners about project activities and accomplishments. The M&E and QA Specialist conducts all appropriate analyses, including the use of complementary data sets and secondary analysis, and fully documents activities and accomplishments in the form of reports, publications, and presentations.
S/he works closely with the Director of Monitoring and Evaluation and the M&E Technical Advisor to provide the necessary support for accurate data collection, analysis, dissemination, and use at all levels of health providers to develop and maintain a system that helps them to: 1) Collect accurate and complete information about their projects in as simple a manner as possible; 2) better understand the value and meaning of the data they collect; 3) analyze and apply their results in a day-to-day activities; 4) track their progress; 5) and, compare the quality and volume of their services with others for continued quality improvement. This position will also be providing support to the SCPs in the implementation of standards for managing quality improvement and monitoring progress of SCPs in the performance based contracts.
SPECIFIC RESPONSIBILITIES
2. Develop systems, forums, protocols, and policies that facilitate communications between the response team and other stakeholders.
