Accountable to - Health Technical Unit - Director of Health Policy & Practice

SUMMARY

The Monitoring and Evaluation Officer, working as part of International Medical Corps’ Health Technical Unit (HTU), will provide technical assistance and build capacity of M&E within our programs worldwide. The M&E Officer will identify proven M&E approaches and tools and work closely with International Medical Corps staff at headquarters and the field to implement these techniques. S/he will also assist in proposal writing, reporting and new program development in full collaboration with the HTU and relevant Operations regional desk teams.

 

  • Review proposals to ensure IMC’s M&E guidelines are followed, appropriate indicators are selected, targets are appropriate, etc.  and that the proposals are technically sound and evidence based
  • Provide technical support for design, implementation and analysis of periodic quantitative and qualitative data collection activities, including baseline, midpoint and end of project assessments
  • Contribute extensively to development of IMC’s internal systems for information and knowledge management and utilization, including standardized country-level monthly reports and grant tracking functions
  • Provide technical input and review for quarterly and annual to meet donor and IMC needs
  • Advise IMC international operations staff in the planning and monitoring of M&E related expenditures and make recommendations for required human and financial resources
  • Design, test, implement and review routine project monitoring and report forms and data flow mechanisms and oversee the management of data for regular reporting on program process
  • Assist in the development of an IMC data quality and use initiative
  • Collaborate with the IMC Operational Research working group to facilitate and conduct operational research activities as appropriate to support effective and efficient program implementation and M&E strategies, tools and policies
  • Work with technical advisors to develop M&E processes and related tools that support quality assurance for key program areas (women and child health, water and sanitation, mental health, emergency response, health capacity building)
  • Establish and maintain feedback mechanisms for M&E results with all stakeholders to indentify and share lessons learned and best practices
  • Design and roll-out initiatives to strengthen IMC’s technical approach to program development, design, monitoring and evaluation including adoption of standardized indicators and benchmarks; M&E plans; PMPs; activity and indicators tracking tools
  • Assist in the development of IMC evaluation policy

 

REQUIREMENTS

  • Masters level or higher degree in epidemiology, public health, social sciences, health information management, biostatistics or a related discipline;
  • At least two years of field experience with an INGO in humanitarian and/or transitional contexts.
  • Experience in program cycle management including logframe development, reporting and application of evaluation methodologies;
  • Competent in quantitative and qualitative approaches and participatory assessment;
  • Competent in MS Excel, word processing, Power Point and experience using statistical packages such as SPSS, EPI-info, STATA, SAS, etc.;
  • Excellent oral and written communication skills and ability to effectively communicate technical material to both expert and lay audiences;
  • Ability to travel up to 40% of the time

  • Strong organizational and time management skills and capacity to coordinate work across multiple departments;
  • Demonstrated strategic thinking and analytical skills;
  • Fluency in written and spoken English is required
  • Fluency in written and spoken French strongly desirable
