Seeking for Expert: Public Finance Management

OVERALL OBJECTIVE

The overall objective of the assignment is to support the Government of Indonesia in disseminating the achievements of its public finance management reform process.

This will be achieved through the following specific objectives:

• 1. Reach out to target groups (members of the civil society such as university students, academia, economic research institutes and specialised media) not sufficiently covered through the visibility activities of the PFM Trust Fund
• 2. Learn from public finance management experiences in EU countries as a comparative reference to the Indonesian reform process

REQUIRED OUTPUTS

• § A paper providing a comparative analysis about key features of selected EU and Indonesian public finance management systems, focussing on aims, experiences and challenges of PFM reforms. The target audience for the paper should be Indonesian graduate students of public administration and similar. The paper and accompanying material (slides, background reports etc) should be prepared so as to facilitate that Indonesian higher education institution may use this material in future courses or seminars. Should the consultant consider it relevant, the material may equally draw on PFM experiences from outside the EU.
• § Two dissemination seminars in Indonesia conducted, e.g. at relevant universities, including relevant staff from research institutions and government.

EXPERTS PROFILE

The selected company shall provide two senior experts to undertake the mission. The international expert will act as Team Leader and will be responsible for the coordination of the activities of the team and for the interaction with the EC Delegation. The expert in Indonesia's public finance management affairs should play an active role in the organisation of the seminars, particularly in the identification and mobilisation of relevant Indonesia universities and research institutes. The profile of the experts is described below.

Expert 1: International public finance management expert/Team Leader

Category: Senior

Qualifications and Skills:

• § (preferably PhD) or equivalent in public finance management related discipline
• § Fluency in English both written and oral
• § Excellent communications and presentation skills

Professional experience:

• § At least 15 years of professional experience in research and/or academic activities related to public finance management
• § In-depth knowledge of public finance management systems prevalent in EU countries and their evolution over the past decade

Expert 2: Indonesia's public management affairs expert

Category: Senior

Qualifications and Skills:

• § . (preferably PhD) or equivalent in public finance management related discipline
• § Excellent communications and presentation skills
• § Fluency in English and Bahasa Indonesia both written and oral
• § Excellent communications skills and presentation skills

Professional experience:

• § At least 10 years of professional experience in research and/or academic activities related to public finance management
• § In-depth knowledge of the Indonesia's public finance management system and its reform progress over the past decade
• § Good access to universities and research institutes active in public finance management discipline in Indonesia
• § Substantial working experience in Indonesia

LOCATION AND DURATION

Indicative starting date: Beg February 2010

Indicative end date: End April 2010

Total duration of the assignment; The duration of the project is 90 calendar days. The preliminary main milestones are:

• § Start research in home base: Early February 2010
• § Start field work in Indonesia: Mid February 2010
• § Conduction of seminars: End February 2010
• § Submission of final report: Mid March 2010
