PNPM Technical Assistance

Terms of Reference for:

FINANCIAL MANAGEMENT/BUDGET ADVISER (National)

I. OVERALL OBJECTIVE OF ASSIGNMENT

The Financial Management/Budget Advisor will advise Tim Pengendali on the overall

financing arrangements for the PNPM program. In particular, s/he will:

a. Provide overall oversight of financial management within PNPM programs,

ensuring that international standards of financial management are incorporated

into all PNPM program designs;

b. Liaise with MOF. Monitor and assist with annual budget preparation for PNPM

programs, identifying bottlenecks and providing advice to Tim Pengendali when

assistance is needed to ensure timely delivery of programs;

c. Monitor audit reports for PNPM programs. Prepare periodic summary reports

for Tim Pengendali on the status of complaints, qualifications, and other

financial management concerns;

d. Liaise with BPKP, MOF, KPK, as well as relevant donors to identify financial

management systems issues;

e. Assist Tim Pengendali with the execution of better government and anticorruption

action plans, including opportunities for increasing transparency and

civil society engagement;

f. Provide Tim Pengendali with periodic assessments of local government

financial management capacity, performance, and recommendations for

improvement;

g. Share best practices across PNPM programs;

h. Preparing annual assessments of PNPM financial management, including

identifying improvements needed.

II. POSITION REQUIREMENTS

The position requires the following qualifications and attributes:

a. Bachelor's degree in accounting, business management, or finance;

b. Minimum of 8 years experience with financial management in large

development programs.

c. Good knowledge of all concepts and principles of and approaches to

international financial management, and of financial management systems.

Familiarity with Indonesian financial management systems procedures, and

regulations is an advantage.

d. Understanding of international donor policies and practices related to financial

management.

e. Ability to communicate effectively, in writing and orally. English language

competency is highly desirable.

f. Knowledge of community development issues and poverty reduction programs

in Indonesia is a plus.

g. Willingness to travel frequently to rural areas of Indonesia, including Eastern

Indonesia.
