Monitoring/Evaluation and Reporting Specialist – West Bank/Gaza

CHF International seeks a Monitoring/Evaluation and Reporting Specialist for our Ramallah office. S/he will provide support for two major programs and initiatives in the areas of data collection, data analysis, M&E, research, reporting, and organizational visibility/outreach as well as support to the Country Director on new business development. S/he will set up and manage systems for reporting and data collection; coordinate and assist in collection of data for donor reports, progress reports, media coverage including photos and website materials, and newsletters; and preparation and submission of required reports and project impact briefs in English and Arabic. S/he will maintain database for reports and data.

This Specialist will coordinate with donor and program teams to develop and update the Programs’ Performance Monitoring Plans and implement plan; conduct qualitative and quantitative surveys of program impact to assure the project goals are being met; organize and lead community focus groups and planning sessions; and oversee the work of consultants and staff working on M&E tasks. S/he will conduct field visits on a frequent basis to community project sites to monitor community /stakeholder participation, project activities, provide technical assistance and troubleshoot along with the team.

The Monitoring/Evaluation and Reporting Specialist will contribute to all Program Development, research and needs assessments by monitoring the changing needs of the target population, identifying opportunities in line with CHF mission and country strategy and monitoring international best practices and development trends. S/he will liaise with field offices, NGOs and partner representatives; assist in formulation and implementation of outreach strategies.

QUALIFICATIONS: • An advanced university degree in development, public policy, public relations/communications or other relevant field, or a combination of experience and education working in this sector; • At least 5 years relevant experience with international organizations in the monitoring and evaluation of, and reporting on complex projects; • Past work with USAID funded programs preferred; • Experience in West Bank/Gaza is preferred; • Experience carrying out M&E tasks, including field surveys; • High analytical and reporting skills; • Fluent spoken and written English and functional Arabic; • Excellent command of excel and other database applications; • Computer/word processing and standard office software skills.
