Objective of the project:

 

The overall objectives of the project of which this contract will be a part are as follows:

  • to contribute to economic growth in Montenegro by improving the efficiency and effectiveness of its road, rail and civil air transport facilities;
  • to facilitate trade flows with neighbouring countries;
  • to provide a catalyst for attracting IFI loans and other investments in the transport sector.

 

Qualifications required:

 

The Project Team Leader will drive the implementation of this contract, provide overall guidance on project orientation and focus and ensure that contract objectives are met. He/she will ensure timely identification of short term and other expert requirements, determine their profiles and inputs, supervise and coordinate their actions and ensure quality control of all team outputs. He/she will take a lead role in all system design components, institutional reviews, design of training programmes and awareness campaigns. He/she will coordinate and be responsible for the production of all procurement documents produced under the contract. He/she will be responsible for developing and monitoring the implementation of the work plan, ensure that contract outputs and results are delivered on time. He/she will define and review indicators of achievement for each task, output and activity. He/she will provide an early warning to beneficiary and Contracting Authority in case of obstacles impeding contract implementation and provide solutions. He/she will report to/guide the Project Steering Committee on project management and technical issues, ensure regular co-ordination/consultation with Ministry of Transport, ZCG, CAA and Delegation of the EC to Montenegro.

In addition to providing the necessary technical inputs, the Team Leader input will target particularly the PIU within the Roads Directorate, it is anticipated that he/she will provide technical support to the PIU within ŽCG.

 

Qualifications and skills

  • a bachelors degree (where a university degree has been awarded on completion of three years study in a university or equivalent institution) in civil engineering or other associated field;
  • fluency in English language, both spoken and written.

General professional experience

  • minimum 10 years of professional experience, but preferably 12 years, relating to implementation of infrastructure rehabilitation programmes;
  • support to the development of institutions responsible for the implementation of transport infrastructure rehabilitation programmes (minimum experience 6 years);
  • proven managerial ability and experience in designing and implementing programmes and supervising staff;

Specific professional experience

  • during the last five (5) years, he/she should have specific experience in at least two (2) projects of a similar size and nature, targeting infrastructure rehabilitation and development within newly acceded EU countries and/or candidate countries;
  • experience in the area of procurement policies and rules of the major International Financing Institutions, particularly the tendering and tender evaluation procedures applicable to EU Phare and/or OBNOVA/CARDS Programmes for works of a similar nature and size;
  • experience in implementation of projects with EuropeAid Conditions of Contract (Works) and/or FIDIC Conditions of Contract for Works of Civil Engineering Construction;
  • experience in development of training curricula and providing training for governmental officers responsible for infrastructure management.
