Description

The purpose of this position is to facilitate effective financial planning, monitoring and management of MYAP -USAID Grant funding of USD 70 million (integrated five year Multi-year Assistance of Health, Nutrition and Agriculture programs focusing on improving the health and livelihoods status of 10 Upazillas of Mymensingh district - Bangladesh) in compliance with USAID policies and ensuring high standards of stewardship and providing financial resources and information to all the relevant stakeholders.

The purpose is also to provide training and guidance to the finance and operational staffs on grant regulations and procedures.

Compliance to Financial Policies
* Design and establish financial systems, procedures and internal control mechanisms to provide appropriate levels of security and controls over the organizations resources in compliance with USAID grant procedures.
* Ensure program planning, monitoring of budget under spending and overspending patterns and monitoring of benchmarking for costing.
* Ongoing communication with USAID and WVUS with regard to financial management.

Financial accounting and reporting
* Give financial approval on all invoices/bills and requests as appropriate. Review the Cash Disbursement, Deposit and Journal Vouchers and give financial approval as appropriate.
* Ensure transactions are entered in the books of accounts as per grant financial policies.
* Review and analyze all monthly financial reports, bank reconciliation statements, monthly financial recaps, fund requests and ensure that they are completed accurately and submitted on time.
* Coordinate the compilation of financial reports and submit in time.
* Analyze the reasons for variances, high cash balance and take necessary measures to control occurrence of such situations or inform the parties involved for their necessary action.
* Ensure accuracy and integrity of all financial transaction in alignment with grant policies.
* Facilitate financial audits on a regular basis, by checking accuracy of records, detection of errors and prevention of frauds.

Finance staff capacity building
* Train Project's finance staff with increased knowledge, skill and professionalism in grants accounting and resource management.
* Provide in-house orientation and technical support to the project finance functions to strengthen their skills for effectively performing their duties.
* Monitor and evaluate financial performance of the Field.

REQUIRED:

Education and experience

* Must be a CPA or MBA in Finance.
* At least 3 years experience in the field of Finance commercial institutions or an INGO in the area of financial management/ accounting.
* Minimum 2 years experience in the managing of sub-grants and sub-contracts on USAID or other government donor funded grants and/or contacts
* Require in-depth knowledge of generally accepted accounting principles and practical knowledge of financial systems, internal controls and procedures.
* Should be able to work with MS Words, Excel, Sun System and Lotus Notes.
* Demonstrated knowledge of USAID implementation and procurement regulations, policies and practices
* Must have team building skills and ability to work in a cross-cultural environment and also under pressure.
