Quantity Surveyor / Measurement Engineer

Background

The Asian Development Bank (ADB) through the Infrastructure Technical Assistance (ITA) (TA No. 4942-TIM) is assisting Timor-Leste's Ministry of Infrastructure (MoI) to prepare, procure and manage consulting services, goods and works required to implement the annual capital development program of the Government of Timor-Leste.

A short term international QS/ME specialist will be required to work in the Directorate of Building and Urban Planning in the Ministry of Infrastructure (MoI) in Dili, Timor-Leste for a period of six (6) months

Specialist Qualification Requirements

The quantity surveyor/measurement engineer specialist must:

  • have a minimum of 5 years quantity surveying experience in building and construction of infrastructure projects;
  • be thoroughly familiar with current quantity surveying techniques and construction costs in Asia; and
  • be fluent I spoken and written English.

Fluency in Tetum, Portugese or Bahasa Indonesia is preferable.

Previous working experience with a government public works agency in Timor-Leste or country with similar conditions will be a distinct advantage.

Description of Duties:

The QS/ME specialist will carry out the following tasks:

i prepare accurate cost estimates for DBUP on building projects that can be included in budgets;

ii check prepared bills of quantity for accuracy and thoroughness:

iii carry out, on site, accurate measurements of work carried out by contractors on government  infrastructure projects;

iv check submitted priced bills of quantity from tendering consultants and contractors for accuracy and thoroughness;

v check interim progress payments and final accounts submitted by contractors working on government contracts;

vi evaluate the financial parts of contracts/programs and recommend improvements in procedures as needed;

vii prepare a building cost estimation database of unit prices based on costs of labour, material, equipment relevant to local labour and prevailing market costs, and plan for it to be easily updated regularly in the future;

viii assist the procurement specialist , if required by MoI, to evaluate tenders, bids, proposals for building projects;

ix assess existing project/contract management procedures on building projects including time, cost, cash flow and payment matters and recommend improvements if necessary;

x assist the Project Management Engineer - Buildings, where necessary, in the financial and measurement aspects of project management ;

xi monitor building project/contract cost scheduling;

xii provide on-the-job training in quantity surveying to National counterpart staff in DBUP;

xiii undertake such tasks and reports that may be requested by MoI related to the position function; and,

xiv undertake tasks/activities and prepare all reports as may be requested by the ITA Team Leader.
