OPERATIONS MANAGER in Erbil, Kurdistan, Iraq

The Iraq Middle Market Development Foundation (IMMDF) was established in 2004 to promote economic development and employment in Iraq by providing credit to qualifying Iraqi small and medium size enterprises that are unable to secure financing on commercially reasonable terms (“SME”). 

IMMDF is looking for an Operations Manager based in Erbil, Kurdistan, Iraq. Reporting to IMMDF’s General Manager, the Operations Manager will be responsible for: 

The Operations Manager is responsible for IMMDF’s human resources, administrative services, security procedures, information technology and other support services in Iraq and Jordan. Some travel to IMMDF’s office in Amman will be required. 

Human Resources:

  • To manage the contractual relationship with IMMDF’s employees in Iraq and Jordan;
  • To advise and assist in recruiting staff;
  • To keep IMMDF’s Employee Policy & Procedures Manual updated and to apply it;
  • To organize and implement lending and other seminars and trainings for IMMDF’s personnel;
  • To ensure that human resources policies and activities are linked to business needs, goals and strategies;
  • To advise the General Manager on all matters relating to human resources management, including, but not limited to, performance, evaluation, insurance, payroll, benefits, compensation, planning, recruitment, policies, procedures, security, employment termination and training;
  • To provide the General Manager with periodic human resources reports;
  • To assist the General Manager in the preparation of external human resources reports;
  • To provide orientation services to new employees to facilitate their entry into the workplace;
  • Other human resources related activities that may be requested by the General Manager.  

Administrative & Management Services:

  • To manage the operation in good order of all IMMDF’s offices in Iraq and Jordan, including, but not limited to, maintaining their equipment;
  • To manage the procurement in good order of supplies and services to IMMDF’s offices, arranging their shipment, delivery and payment;
  • To manage all administrative issues, including, but not limited to, lease agreements for guesthouses and offices in Iraq and Jordan;
  • To manage IMMDF’s physical assets, including, but not limited to, maintaining an inventory and carrying the necessary audits; 
  • To manage the necessary travel and accommodation arrangements for IMMDF’s personnel;
  • Other administrative services that may be requested by the General Manager.  

Security procedures:

  • To make sure that IMMDF complies with internal security policies and procedures and IMMDF’s representations to its insurance providers;
  • To keep IMMDF’s Security Manual updated and to apply it;
  • Other security related activities that may be requested by the General Manager.  

Insurance:

  • To manage IMMDF’s insurance contracts, making sure that IMMDF complies with all procedures required to comply with those contracts;
  • Other insurance related activities that may be requested by the General Manager.  

Information Technology:

  • To develop and implement the information technology support services, including, but not limited to, maintaining IMMDF’s website, telecommunications and Internet provision, required by IMMDF’s personnel to function effectively and efficiently in the context of IMMDF’s business needs, goals and strategies;
  • To keep IMMDF’s IT and other Support Services Manual updated and to apply it;
  • Other information technology activities that may be requested by the General Manager.  

Requirements: 

  • University degree in a field related to management of human resources or administrative services.
  • Minimum of 10 years of related professional experience.
  • Knowledge of Iraqi and Jordanian employment legislation and regulations.
  • Fluent in Arabic and English.
  • Excellent English writing and organizational abilities, interpersonal skills and ability to work in an international, multi-cultural workplace, keeping a strong sense of purpose, method and direction.
  • Excellent computer skills (Word, Excel, Power Point).
