Tetra Tech ES Inc., a subsidiary of Tetra Tech dedicated to international development, is currently recruiting for several key positions in the Energy/ International Development field.
We have over 30 years of energy sector advisory services experience in developing and emerging market countries and are seeking qualified professionals to join us for long-term assignments to implement a USAID project in the electricity sector of Pakistan.
Chief of Party/ Deputy Chief of Party
Responsibilities:
- Shall be responsible to USAID for the strategic vision and overall leadership of the Task Order.
- Shall be responsible for the Team’s performance and achievement of all key objectives of the Task Order.
- He/She will be responsible for initiating and completing complex, energy studies of significant importance to the USG and to the GoP.
- He/She will provide technical advice on energy issues, economic research, analyses, and economic policy
- He/She will provide recommendations for USAID programs/projects and other activities – including sector specific issues.
- He/She will be responsible for liaising with GoP officials, other donors, and other organizations.
- He/She will ensuring that USAID/Pakistan is fully engaged with the GoP on its energy, economic research and reform agenda.
Experience:
- Must demonstrate depth and breadth of technical expertise.
- Must have at least 25 years’ experience managing complex energy sector related activities, organizational units, and/or energy sector development and reform activities.
Skills:
- Must be able to communicate effectively orally and in writing in English.
- Must demonstrate proven management experience in key areas of the energy sector of Pakistan.
- Must be familiar with international development policies, international economic growth issues international development objectives, contract management, and reporting and other documentation requirements.
- Must be thoroughly familiar with the current status and key energy sector reform issues of Pakistani Energy Sector, especially those concerned with the governance and performances of the GOP-owned energy entities and enterprises.
Education:
- The COP must have an advanced degree in engineering, business, economics, law, or other fields directly related to the range of activities of the statement of work, as required.
Director, Administration and Finance
Responsibilities:
- Shall be responsible for all the administrative and financial activities of the Task Order.
- Shall be responsible for complying with all the terms and conditions of the Task Order.
Experience:
- Must have at least 20 years of experience in the management of the design and implementation of USAID-funded energy infrastructure, reform, and capacity building programs and project in Pakistan and/or other developing countries with similar socio-political challenges and security environments.
- Must have working knowledge of, and experience with management reporting tools associated withinternational development projects, such as USAID contracts, USAID contract management, and USAID reporting, and other documentation requirements.

- Must be able to communicate effectively orally and in writing in English
Education:
- An advanced degree in engineering, business, economics, law, or other fields directly related to the range of activities of the statement of work is required.
Director, Project Monitoring and Implementation Support
Responsibilities:
- Shall be responsible to the COP and Contractor for monitoring and supporting Pakistani Grantees implement project agreements on schedule and compliance with all of the terms and conditions of USAID-funded Project Agreements.
Experience:
- Must have at least 20 years of experience in monitoring, managing, and certifying compliance with the general and detailed technical requirements of large energy infrastructure projects and funding agreements including EPC contracts.
- Experience in Pakistan and/or other developing countries with similar socio-political challenges and security environments is highly preferred.
- Must have a solid working knowledge of and experience with the design, implementation, and monitoring of international development projects, and be familiar with international development policies, economic growth issues, international contracts, contract management, and reporting and other documentation requirements.

Education:
- An advanced degree in engineering, business, economics, law, or other fields directly related to the range of activities of the statement of work is required.
Director, Energy Sector Policy Reform
Responsibilities:
- Shall be responsible to the COP and Contractor for the overall coordination and management of all Task Order-funded policy reform activities including special studies.
Experience:
- The incumbent must have at least 20 years of broad range high-level experience advising and leading energy sector governance and reform activities.
- Experience in Pakistan and developing countries is highly preferred.
Skills:
- Must be able to communicate effectively orally and in writing in English.
Education:
- An advanced degree in engineering, business, economics, law, or other fields directly related to the range of activities of the statement of work is required.
Director, New Projects Selection, Design, and Finance
Responsibilities:
- Shall be responsible to the COP for the overall coordination and management of all Task Order-funded new projects.
- Shall be responsible for the selection, design, and financing activities consistent with the approved USG Energy Strategy.
- Activities shall include support of the preparation of due diligence reports, and the assessment of terms and conditions of USAID-funded project agreements.
Experience
- Must have at least 25 years of broad range of related experience in the identification, due diligence, selection, financing, negotiation and implementation of energy sector investment projects.
- Experience in Pakistan and/or other developing countries with similar socio-political challenges and security environments is highly preferred.

- Must be able to communicate effectively orally and in writing in English.
Education:
- An advanced degree in engineering, business, economics, law, or other fields directly related to the range of activities of the statement of work is required.
