Title: Partnership Framework Project (PFP) PMTCT Advisory Services

Location: Santo Domingo, Dominican Republic

Anticipated Period of Performance: December 19, 2011 – December 18, 2012

The individual will advise Health and Human Services (HHS), the client, and the Dominican Republic Ministry of Health (GoDR MoH) in developing an M&E program to monitor and evaluate PEPFAR-funded programs as defined in the PFIP.

Duties and Responsibilities:

  • Ensures that national-level data are available and reliable.
  • Provides guidance on M&E efforts and develops innovative monitoring tools, including data quality assessment tools.
  • Advises GoDR on developing and reigning performance measuring tools such as results frameworks and performance management plans (PMPs), performance milestones, progress indicators, and systems to ensure sustained quality data collection(including baseline data and targets) to gauge progress towards attainment of program objectives.
  • Plan, design, and implement evaluation plans.
  • Develop M&E section of annual COP.
  • Design, develop and implement performance monitoring plan to assess the outputs and outcomes of PEPFAR programs in DR.
  • Document data collection processes in order to assess reliability.
  • Assess training needs and recommends specific training courses.
  • Arranges for training, and provides informal training and informational briefings to implementing/ cooperative agreement partner staff.
  • Develop training materials re: process of defining measurable indicators and targets

Key Qualifications:

  • Graduation from an accredited university with a master’s level degree in public health, epidemiology, medical science or related field is required.
  • At least 3 years experience working with health care delivery at the national, provincial and regional level in Dominican Republic required.
  • 3 to 5 years of public health experience in developing, implementing and evaluating Maternal and Child Health, HIV/AIDS prevention programs.
  • Ability to use office software packages such as SPSS, SAS, RDS, or STATA.
  • At least 3 years of knowledge and experience in epidemiology, disease surveillance and HIV/AIDS issues is required.
  • Willingness and ability to read, write, and speak both Spanish and English on a daily basis while interacting with various groups of people.
