We are looking for development specialists in the field of non-revenue water (NRW) systems for a prospective Water Supply Technical Assistance project in Sri Lanka commencing end of Q4 of 2011 / Q1 of 2012.

 

 

Available positions:

 

1)     Water Supply NRW Expert / Team Leader (5 months)

The Team Leader will be responsible for leading the NRW assessment. You will conduct calculations on NRW, develop the NRW performance category using the NRW assessment matrix, develop NRW management strategies and assess pilot areas to prepare the NRW assessment.

 

2)     Water Supply Engineer (2 months)

The Water Supply Engineer will lead the project preparatory and capacity building works of the project. The consultant is required to guide team members into making timely and effective inputs to formulate the project design and to improve and ensure coherence of the project design are in accordance to local context. Experience in trenchless and no-dig methods of water distribution are crucial for this role.

 

3)     Procurement Specialist (2 months)

The Procurement Specialist is required to develop a procurement plan for the project. The consultant will conduct procurement assessments and conduct capacity building if needed. The consultant will prepare draft tender/bidding documents according to the local government and client requirements.

 

4)     Institutional Specialist (3 months)

The Institutional Specialist will be responsible for delivering suitable institutional setup and operations for the local water board. The role requires an analysis of the best practice for NRW reduction such as zone management, propose new institutional setup related to NRW, and explore independent autonomous utility and company or management outsourcing.

 

 

 

Requirements:

 

  • All positions require a minimum 10- 15 years international experience in water supply projects. NRW experience is crucial for the Team Leader and Engineer role.
  • Experience in Sri Lanka preferred.
