 Summary:

The Program Coordinator (PC) will assist the Chief of Party (COP) with the implementation of Counterpart’s Mauritania 6-year Food For Peace MYAP called Community Action, Nutrition and Livelihoods (CANAL).  CANAL is currently in its sixth year of implementation in 160 communities in four regions of Mauritania: Assaba, Gorgol, Guidimakha, and Hodh el Gharby. The CANAL program’s objective is to strengthen human capabilities in health and nutrition in order to mitigate the effects of food insecurity.

Duties and Responsibilities:

As a field manager, under the supervision of the COP, the PC will be responsible for program management including: (a) program implementation and compliance, monitoring and evaluation, financial compliance and human resources.  When appropriate, she/he as directed by the COP, will liaise with donors/ host government officials/local and international NGOs with respect to food security policies, programmatic issues and activities, partners, etc. (b) Draft and finalize all contractual project reports. (c) Oversee the development and dissemination of all program outreach materials, such as: success stories, newsletters, (d) Upon designation he/she will fill the position of “Acting Chief of Party” during temporary out of country absences by the COP. The position requires a broad combination of technical, analytical and managerial abilities and experience. This is a short term assignment of about 7 months and is unaccompanied.  Other key responsibilities include:

  • Coordinate program planning and logistical support between the field and Nouakchott office and between the Nouakchott office and the HQ’s various divisions and Finance teams. Under the supervision of the COP, oversee and monitor program activities to ensure activities are conducted according to work plans, ensuring integrity and timeliness of activities in meeting program objectives, compliance with donors’ and Counterpart’s policies, as well as those of the host country. 
  • In coordination with the Commodity Manager, manage and coordinate commodity logistics from Nouakchott and regional warehouse to community warehouses.
  • Assist the COP in the effective management of project funds.  This includes: a) monitoring and revising project budgets, ensuring funds are used optimally and are accounted for according to governing contracts and agreements; b) providing for security of cash, approving and verifying cash distributions for the project; and financial record keeping and reporting to COP and financial officer.
  • Supervise the preparation and submission of timely reports for donors and Counterpart/Washington DC, including monthly updates, PREP, results reports, final evaluation, and direct distribution reports.
  • Work with technical teams in the design and development of complementary programming that can leverage the impact of existing ground-based activities.
  • Other duties and responsibilities as assigned.

 Qualifications:

  • Advanced degree preferred in nutrition, agriculture, business, international development or related field.
    • Substantial technical, personnel and program management experience
    • At least 5 years experience in international development. Experience working in Sub-Saharan Africa preferred.
    • Minimum of 2 years of project management experience, commodity management is a plus;
    • Minimum of 2 years experience in staff management, including foreign nationals;
    • Good financial management skills including preparing and managing budgets and financial reporting.
    • Experience with USAID monitoring, evaluation and reporting requirements, and particularly with manipulating logical framework and Indicators Performance Tracking Table (IPTT).
    • Fluent spoken and written English.
      • Intermediate spoken and written French is required.
      • Computer skills, including extensive experience using Microsoft Office applications.
