SUMMARY: Relief International (RI), an international relief and
development agency with cross-sectoral programs bridging relief and
development, currently seeks a Program
Director
to oversee the implementation of program activities and serve as
Team Leader for the coordination process of Doro refugee camp management in
collaboration with UNHCR



 



The Program Director
will provide the senior leadership on this UNHCR refugee camp management
project which coordinates with local authorities, INGOs and refugee CBOs to
manage camp community services and commodity distributions.  He/She will be responsible for successful
implementation of program activities and overall camp management.  As the most senior RI team member in the
region, he/she will be responsible for program execution accounting for the
safeguarding of RI and partner staff safety and security as well for overseeing
the financial management of the project. 
He/She will be the primary representative of RI in the field and will be
expected to lead with transparency through a principled approach to refugee
camp management. The position requires a senior leader with substantial
experience in similar roles and an appreciation for minimum standards in
service provision in humanitarian settings.



 



ESSENTIAL DUTIES AND RESPONSIBILITIES:




  • Program
    Management

    • Manage
      expatriate and national program staff in execution of their respective duties

    • Develop overall
      work/implementation planning and oversee sectoral specific workplan creation

    • Implement program
      activities assuring adherence to SPHERE minimum standards

    • Financial
      management of grant through monitoring program budget expenditures and burn
      rate

    • Oversee and
      ensure timely procurements for facilitation of the program objectives













 




  • Representation
    & Communication

    • Represent RI at
      camp level meetings, state level coordination with county commissioners and
      SSRRC officials as well as some Juba-level representation

    • Provide
      briefings on program progress against objectives to HQ support staff as well as
      to donor partners and INGOs

    • Communicate
      with RI South Sudan Country Office and HQ Regional Desk on challenges and
      achievements

    • Generate regular
      reports, synthesizing program implementation challenges and lessons learned











 




  • Strategic
    Leadership

    • Remain vigilant
      on issues of safety and security affecting Relief International staff members

    • Develop a
      conflict analysis to guide current and future programming activities

    • Generate an
      analytical overview of the disaster risks of the refugee and host community
      affected populations, working with the Camp Manager and Community Services
      Coordinator to design additional program activities to reduce these risks

    • Steer
      programming activities adhering to the principle of “Do No Harm” and adapt
      programming to this end











 



QUALIFICATIONS:




  • Post graduate degree in relevant discipline

 

  • 5+ years previous experience in senior management of
         field operations, preferably in austere and challenging environments

 

  • Extensive experience in refugee programs

 

  • Extensive knowledge of SPHERE minimum standards and
         appreciation for principled humanitarian work

 

  • Previous experience managing UNHCR-funded programming

 

  • Demonstrated experience in needs assessments, conflict
         analysis, strategic planning

 

  • Experience managing teams of international, multi-cultural
         staff

 

  • Experience in representation of international
         organizations with various stakeholders including beneficiary groups as
         well as international partner organizations and government entities

 

  • Ability to live, work, and travel in remote South Sudan,
         which can be difficult and stressful

 

  • Previous experience in South Sudan preferred
