Title: Program Management Specialist Services — Vietnam   

Location: Ho Chi Minh City, Vietnam

Period of Performance: One Year

The Program Management Specialist will provide technical assistance and program management for cooperative agreements between the organization and the Vietnamese government or nongovernmental organization (NGO) partners. The Program Management Specialist will also provide overall technical assistance and support to the organization, GAP office and serve as liaison between the organization, GAP and other entities including, but not limited to State Department Public Affairs Office, United States Agency for International Development (USAID), PEPFAR Coordinator’s Office, etc. in the area of cooperative agreement planning and management.

Duties and Responsibilities:

  • Serve as technical liaison and will provide technical guidance to the organization and cooperative agreement partners for cooperative agreement activities.
  • Work with technical leads to review annual cooperative agreement proposals for technical content.
  • Monitor and document progress in meeting project goals and objectives as stated in cooperative agreements. Make monitoring visits to cooperative agreement partners at least quarterly.
  • Provide liaison and support between cooperative agreement partners and technical staff working on cooperative agreement activities.
  • Provide senior level technical advice and assistance in managing multiple cooperative agreements.  Provide training and ongoing support to technical leads for each of the grants, enabling them to become familiar with the administrative aspects of grants management. 
  • Work with grantees to establish systems for good quality reporting, with the goal of assuring that workplans and reports are submitted in an accurate and timely manner.  Assist grantees in developing their capacity to review and evaluate information and use the information for good program monitoring. 
  • Provide technical assistance to grantees to support efforts to streamline their information gathering activities.
  • Provide assistance and advice to support ad hoc activities, including activities related to public affairs, high level political visits, etc.

Key Qualifications:

  • Must possess a master’s level degree in public health, social sciences, public administration, or a related field.
  • 2 years of post-graduate work in public health, public programs, or a related area. 
  • International experience is preferred.
