Program Manager, Community Planning, Democratic Republic of the Congo (DRC)

CHF International is seeking a Program Manager to lead an urban planning and development program in a growing town in the Democratic Republic of Congo on behalf of a multinational corporate client.  The Program Manager will build the capacity of the local partner and coordinate closely with the client in working towards urban development goals, applying CHF’s methodologies to ensure participation of civil society, local government, and the private sector in the urban development strategic planning and activity implementation processes.  Also, the Program Manager will provide oversight to economic development assessments and planning consultancies at the request of the client.

This program operates on a mining concession in a less developed area of the Democratic Republic of Congo, with travel throughout the area and to nearby urban hubs.

Qualifications:

  • Master’s degree in Community Development, Urban Planning, Business, International Relations, or related field.
  • Minimum five years of experience managing international development programs with an emphasis on community and/or urban development, effective utilization of participatory techniques, and municipal strategic planning.
  • Prior experience working in the region, experience in DRC preferred.
  • Demonstrated experience working with civil society, local government, micro- and small-enterprises as well as large investors, and local NGOs. 
  • Demonstrated experience facilitating participatory workshops and driving forward community/urban strategic planning processes. 
  • Demonstrated experience coordinating activities with multiple stakeholders, including private sector, local government, and civil society.
  • Demonstrated experience in building the capacity of local partners.
  • Experience in monitoring, evaluating and reporting on program performance.
  • Fluency in English and French (oral and written).
