Project Accountant

Summary:

The Project Accountant is responsible for accounting tasks associated with Counterpart’s grant funded and other programs and assisting in the development and implementation of accounting procedures for program structures, cycles, and needs.   

Duties and Responsibilities:

  • Analyze and reviews monthly field finance reports
  • Reconcile balance sheet accounts at the end of each month:
    • Advance Accounts
    • Sub-grant Account
    • Bank/Cash Accounts
    • Inventory Account
    • Fixed asset
    • Accruals
    • Prepaid
  • Prepare journal entries and record field project financial data in the accounting system
  • Compare actual expenses to budgeted expenses and provide Program Manager actual-to-budget variance analysis
  • Detailed review/audit of Payment Vouchers and Transactions supporting documentation
  • Maintain an inventory schedule reporting for analysis: ensure that the total amount of ending inventory for the period is accurate.
  • Verify if any additional inventory was purchased between the previous and current period. Any transactions that have occurred after the closing trial balance of the previous period may need to be recorded into the general journal to ensure accuracy.
  • Track inventory discrepancies in cooperation with field Warehouse Assistant.
  • Review documentation of any loss, damage or disposable inventory report
  • Maintain an organized filing system
  • Assist the Program Manager in preparing monthly, quarterly and semi-annual financial reports
  • Review vendor invoices for accuracy and completeness in order to ensure compliance before making payment/reimbursement.
  • Assist the Program Manager to ensure that provincial partners/subgrantees submit required progress and financial reports and deliverables
  • Other duties as assigned

Qualifications:

  • Bachelor’s degree in Accounting is required
  • Persian, Turkic or Slavic required
  • Minimum 3 years General Ledger accounting experience is required
  • Contract and grants experience - related to cost project accounting;
  • Prior experience with USDA and USAID especially commodity distribution or monetization projects (funds: CCC, 202(e), ITSH, monetization) is highly desirable.
  • Excel skills is required; Experience with QuickBooks and/or MS Navision experience is preferred;
  • Must be well organized, detail oriented and able to multi task
  • Able to work independently and as a member of a team
