Overview:

In close coordination with the Chief of Party (COP)/Program Director (Luanda Province), the Program Director for Huambo Province will provide leadership, management and technical expertise to the USAID Strengthening Angolan Systems for Health (SASH) program office and staff in Huambo. This position will directly manage associated program staff in Huambo and will develop and maintain collaborative partnerships with program partners and stakeholders in the province.



Responsibilities:

Leadership

  • Provide programmatic leadership and set priorities in collaboration with the COP and technical staff
  • In collaboration with the COP, oversee the strategic planning of program activities to achieve the program’s goals and objectives
  • Ensure that program activities are technically sound, evidence-based and responsive to the needs of the country, its people and donors
  • In collaboration with the COP and associated program staff, develop and modify technical workplans and budgets
  • Work closely with the M&E specialist to ensure program reporting and the incorporation of lessons learned into ongoing activities
  • Inform Jhpiego headquarters of program successes, challenges and lessons learned
  • Develop and maintain strong relationships and alliances with USAID, the Ministry of Health and other key stakeholders in Angola (the private sector, civil society, etc…) to maximize resources and avoid duplication of effort
  • Represent Jhpiego’s interests in public and professional circles through meetings, conferences and presentations

 Management

  • Ensure high-quality program implementation in Huambo, consistent with Angola’s national health guidelines
  • Mentor, support, supervise and manage a team of highly qualified staff and align their efforts in concert with program goals
  • Provide technical insight and oversee activity implementation in Huambo Province
  • Ensure resources for program implementation are available
  • Ensure that the program is compliant with Jhpiego, the Republic of Angola, and USAID policies and regulations
  • In collaboration with the COP and program staff, contribute to program reporting and work planning
  • Delegate responsibilities appropriately
  • Directly oversee several program staff
  • Maintain productive and consistent communication with program and technical staff, including the COP in Luanda


Required Qualifications:
  • Masters level degree in a relevant field such as public health, public administration, health administration, nursing, medicine or other related degree
  • At least 5 years of demonstrated technical expertise combining health systems strengthening and broad competencies in the key technical areas, in health sector work in a developing country
  • At least 2 years of demonstrated excellence in a senior-level management and leadership position, preferably in an international health development context
  • Proven depth and breadth of technical and management expertise and experience in integrated public health programs that incorporate family planning, HIV/AIDS and malaria
  • Experience managing decentralized public health programs that operate at the national and district levels
  • Understanding of USAID regulations and compliance
  • Demonstrated expertise working in a leadership capacity with international donors, senior government officials and policymakers
  • Ability to work in a complex environment with multiple tasks, short deadlines and intense pressure to perform
  • Strong program and financial management skills
  • Demonstrated understanding of the Angolan health system
  • Previous experience working in Angola is required
  • Experience developing successful, replicable and sustainable programs
  • Expertise in research to practice—identifying best practices and adapting them to program realities
  • A team player accustomed to building team capacity, delegating work to teams and developing communities of learning among host-country partners and counterparts
  • Proficiency in word processing and Microsoft Office software
  • Fluency in Portuguese is a minimum qualification; Fluency  in Spanish is an alternative minimum qualification 
  • Ability to travel in Angola and internationally
