Job Purpose:
Contribute to the development of strategies and approaches to promote regional cooperation and integration (RCI) and support the implementation of ADB’s RCI strategy. Provide support for the identification, design, processing, and administration of regional technical assistance (TA) projects. Work with broad policies and objectives, working directly with clients, with supervision for critical tasks.
Expected Outcomes:
a. Strategy and Planning - Identify new directions and approaches to improve ADB’s capacity for supporting RCI.
- Contribute to new or innovative approaches to operational issues.
b. Regional Integration
- Support the Bank-wide implementation of ADB’s RCI strategy, including reviewing regional TA papers, regional cooperation strategy, and other documents to ensure consistency with priorities in the strategy.
- Support the management and administration of the Regional Cooperation and Integration Financing Partnership Facility (including the RCI Fund and Investment Climate Facilitation Fund), the PRC Poverty Reduction and Regional Cooperation Fund, and other financing arrangements, including reviewing project concept papers; advising departments on project submissions; preparing guidelines, progress reports, and fund assessment reports; facilitating the replenishment of funds, and coordinating with other relevant departments/offices such as the Office of Cofinancing Operations.
- Support the implementation of the various initiatives of regional forums such as the Association of Southeast Asian Nations (ASEAN), ASEAN+3, Boao Forum for Asia, Asia-Pacific Economic Cooperation (APEC), East Asia Summit (EAS), Asia-Europe Meeting (ASEM), South Asian Association for Regional Cooperation (SAARC), and Central Asia Regional Economic Cooperation (CAREC), including implementation of training programs and capacity building initiatives.
- Develop, process, and implement regional TA projects for ADB’s developing member countries (DMCs) that promote regional economic cooperation and integration.
- Provide support to ADB Management and other departments on RCI and related matters.
c. Knowledge Management
- Undertake economic and sector work on issues related to regional economic cooperation and integration.
- Prepare presentations on selected topics for senior management.
d. External and Internal Networking
- Support the activities of ADB’s RCI Community of Practice, including work planning, organizing workshops and meetings, and preparing RCI (thematic) reports.
- Liaise with DMC Governments, regional institutions, and international institutions on regional economic cooperation and integration issues.
e. Staff Supervision
- Provide leadership and support to reporting staff
- Supervise the performance of reporting staff, providing clear direction and regular monitoring and feedback on performance
- Ensure the ongoing learning and development of reporting staff
Educational Requirements:
Master’s Degree in Economics, Finance, or related fields; or University Degree in Economics, Finance, or related fields and at least 5 years ADB work experience.
Relevant Experience And Other Requirements:
- Suitability to undertake the responsibilities mentioned above at the required level
- At least 8 years of relevant professional experience in project administration, fund management, development planning, or other related areas, preferably with experience in a multilateral development organization
- Good understanding of ADB’s institutional context, strategies, priorities, and objectives particularly on RCI.
- Excellent oral and written communication skills in English
- International experience working in development in several countries
