Research Analyst

Job Purpose:

To provide analytical, research and statistical support, and programming duties for regional cooperation; regional and country operations; regional technical assistance (TA) implementation; and economic, thematic and sector work activities.

 

Expected Outcomes:

Economic, Thematic, and Sector Work

Collect, validate, update, and analyze statistical data and other information for South Asia region and designated developing member countries (DMCs) on key socio-economic developments, national accounts, monetary, fiscal and external economic indicators in reports from International Monetary Fund, World Bank Group, etc. to support data requirements of SARD reports and publications.

Support in undertaking studies and other knowledge management products including brief literature reviews and basic analysis of trade.

Coordinate with Economics and Research Department (ERD) and SARD Sector Divisions and Resident Missions in collecting, verifying and updating of information and statistical data for DMCs including socio economic developments, national accounts, monetary, fiscal and external economic indicators.

Regional Cooperation and Integration (RCI)

Provides technical and analytical support and contributes substantive written inputs in the development of the regional programming position/issues paper, regional cooperation strategy papers, regional cooperation operations business plans and in the conduct of consultation activities by collecting data, verifying their validity, preparing background materials and analyzing economic data and statistical reports. Occasionally participates in the regional cooperation consultation missions or meetings/conferences.

Prepares issues-related papers, briefing papers or status reports on regional cooperation operations, and on cooperation with development partners/organizations and other international/external organizations.

Assists in organizing regional cooperation meetings and activities including preparing draft correspondence, budget provisions, meeting venues, and providing overall logistical support. Assist in coordinating with Sector Divisions, Resident Missions and other Departments.

Country Operations and Coordination

Provide analytical support in the development of designated country programming position/issues paper, partnership and strategy papers, operations business plan, portfolio reviews and in the conduct of consultation activities by collecting data, verifying their validity, preparing background materials and analyzing economic data and statistical reports on designatedcountry and sector programs.

Programming Duties

Assists in the preparation, review and administration of regional technical assistances, and regional project processing in cooperation with other divisions including preparation of lists of pipeline projects by regularly updating the Project Processing Information System (PPIS) to reflect current processing status. Prepares documentation for changes in scope/implementation and monitors the TA budget.

Assists in recruiting consultants and in administering their respective contracts. Monitors consultant claims, prepares contract variations as needed and puts together all necessary documentation for reimbursement. Supervises work of consultants, reviews their outputs, and ensures that outputs are delivered on a timely basis.

Database Management

Assists in the development and maintenance of SAOC regional database and provides updates to the SARD intranet on RCI-related issues.

Others

Performs other duties as may be assigned by the immediate supervisor, specialist and/or Director.

 

Educational Requirements:

Bachelor’s degree, including studies in Economics, Statistics or Business Administration.

 

Relevant Experience And Other Requirements:

- Suitability to undertake the responsibilities mentioned above at the required level.
- A minimum of 5 years relevant experience, including research experience involving quantitative analysis.
- Familiarity with program work including understanding of multilateral development bank’s operational processes and procedures.
- Proven ability to undertake background research and analysis on difficult but well defined tasks, collect and organize required data and information, apply appropriate computer skills in analyzing and developing the data, and prepare notes, papers and sections of reports.
- In-depth understanding of the interactions between different ADB work areas and relevant workflows and their purposes.
- Strong analytical thinking with ability to analyze relationships among several parts of a problem or situation, break down a complex task into manageable parts in a systematic way, recognize several likely causes of events or several consequences of actions, and anticipate and think ahead about next steps.
