Project/Proposal Summary: 

Management Systems International, an international development consulting firm based in Washington, D.C., is implementing the Iraq Administrative Reform Project - Tarabot. The Tarabot project works to improve the functions of the GOI’s public institutions in order to improve services delivery processes through better governance and resource management approaches.

 

Position Summary:

The Senior Advisor in Public Policy and Administration will work under the supervision of the team leader in setting up public policy offices within select Executive offices and ministries; develop and deliver workshops and training on public policy development and implementation to nominated Iraqi officials and conduct other national policy management strengthening activities as directed by the team leader.   

This is a full time position based in Baghdad, Iraq.

Responsibilities:

 

  • Assists in setting up public policy offices in the Executive offices and ministries;
  • Develops, assists, and delivers workshops in public policy to Iraqi officials nominated by the GOI – Central and Provincial – to be trained in policy development and policy implementation;
  • Prepares and delivers technical assistance in strategic planning, IT management, project management, fiscal management, business process, quality control, organizational management, and SOP to designated staff  who will engage units of public policy development and public policy implementation;
  • Assists with regulatory reform activities and process;
  • Assists and participates in the tasks of policy implementation and oversight;
  • Assists and participates in the activities performed by the policy outreach coordinator;
  • Assist in the development of SOPs for Policy offices/units;
  • Prepares reports (bi-weekly, monthly, quarterly) describing her/his activities;
  • Other tasks as requested by the Team Leader of National Policy Management.

 

Qualifications:

 

  • Background knowledge of the administrative functions of the Iraqi government;
  • Strong English and Arabic writing and communication skills;
  • Capable of collecting and archiving data as required for USAID documentation;
  • Proficient in modern office computer applications;
  • Prior experience working with USAID/Iraq preferred;
  • Relevant MA degree preferred;
  • At least five years of relevant experience.
