Senior HIV/AIDS Specialist

RTI is currently seeking qualified applicants for a Senior HIV/AIDS Specialist to serve as a senior member the Africa Regional Team within RTI’s Global Health Group (GHG). GHG is an expanding program at RTI which currently has a staff of 450 with work in over 20 countries, including two regional offices in Nairobi, Kenya and Bangkok, Thailand. GHG implements projects and programs in the following technical areas: Health Systems Strengthening and Finance; Health Policy and Research; Health Governance; Public Private Partnerships; Malaria and Vector Control; Neglected Tropical Diseases; and HIV/AIDS. The HIV/AIDS Specialist will ensure technical and programmatic quality and growth of the Global Health Group’s HIV/AIDS programs in Africa. Candidates should have an in-depth knowledge and a proven track record leading major internationally based HIV/AIDS programs and competing successfully for major HIV/AIDS funds from USAID, PEPFAR, and other donors. Candidates should possess strong technical and management experience in several HIV/AIDS program areas such as ARV, care and treatment, HIV prevention, counseling and testing, PMTCT, and MARPS. This position requires international travel up to 30% time. This position will be based in Research Triangle Park, North Carolina. Duties and Responsibilities: • Ensure successful implementation of HIV/AIDS projects, including provision of oversight and assistance in achieving technical and operational deliverables; • Participate in the strategic planning and design of HIV/AIDS projects, including the selection of appropriate methodologies for program implementation; • Provide technical quality assurance for HIV/AIDS projects and proposals; • Provide senior HIV/AIDS technical assistance and capacity building support to GHG projects ensuring priority technical needs are met; • Identify, develop, or adapt innovative tools, approaches, and best practices for use in GHG’s HIV/AIDS programs; • Identify strategic opportunities to share GHG achievements in HIV/AIDS through conferences, publications, etc; • Represent the GHG’s HIV/AIDS work in regional or global forums, networks, technical advisory groups, and consultative sessions or conferences; • Interact and network with donors, potential partners, competitors, and international health groups to keep up on the latest developments in HIV/AIDS programmatic and funding trends; • Assist in the development and implementation GHG’s HIV/AIDS business development strategy, tracking and preparing for strategic opportunities that align with the Group’s goals and priorities; • Proactively position RTI for upcoming HIV/AIDS opportunities by marketing RTI’s capabilities to potential donors, networking with potential partners, identifying key staff and consultants, and preparing competitive costing strategies; • Serve as lead technical writer or proposal leader for the development of HIV/AIDS proposals as well as other related technical areas; • Maintain an extensive network of potential HIV/AIDS partners and consultants; • Engage in cross-institute collaboration. Includes participating in cross-institute HIV/AIDS meetings, staying abreast of other division’s HIV/AIDS activities, ensuring that other groups at RTI who work on HIV/AIDS issues are informed and/or involved in GHG programs or new business development activities, as appropriate. Skills and Expertise: • Medical Degree, Masters in Public Health (MPH), or related; • Candidates should have least 12 years of experience working on international public health programs with an emphasis on HIV/AIDS; • 5 years of experience working in a clinical setting preferred; • Prior experience designing, implementing and managing donor-funded HIV/AIDS programs in developing countries; • Strong technical experience in several of the following areas: ARV, care and treatment, HIV prevention, counseling and testing, PMTCT, and MARPS. • Prior experience managing USAID or PEPFAR-funded HIV/AIDS programs; • Previous long-term work experience in Africa on HIV/AIDS programs; • Proven track record of developing relationships and working successfully with major international health donors (USAID, PEPFAR, etc.) and potential partners; • Prior experience managing client relationships, reporting, work planning, financial management, and overall program implementation; • Excellent proposal writing skills and proven success in business development; • Excellent written and verbal communication skills and ability to interact effectively with all levels of internal and external clients; • Strong financial/budget management skills; • Flexibility and ability to handle multiple tasks and work collaboratively with others; • Strong computer skills: Microsoft Office Applications; • Willingness to travel to the Africa region up to 30%.
