Elections as legitimate instruments to determine governance are a fundamental democratic practice.Credible electoral practices are threatened by fraud, violence, and mismanagement. While particularly true in countries with little or no democratic experience, perpetrators of electoral crimes and violence exist in many societies with an electoral history. Similarly, many countries lack the cadre of young professionals educated in sound electoral practices that can promote new or reformed democratic electoral processes. Creative’s growing Electoral Education & Integrity Practice Area (EEI PA) addresses these
emerging areas of need in an integrated manner that draws upon its 34 years of global democracy experience. Creative leverages elections technical assistance experience in more than 15 countries with funding from donors such as USAID and UNDP and holds the Elections and Political Processes IQC (USAID, $400 million ceiling) that is designed to support citizen participation in public policy decisions and leadership selection through free and fair elections.
Position Summary
Based in Hargeysa, Somaliland, the Senior Institutional Capacity Building Advisor will provide technical leadership and guidance to a civil registry capacity building project in Somaliland.
Reporting & Supervision
The Senior Institutional Capacity Building Advisor reports to the Hargeysa-based Field Director and works closely with the Washington, DC-based Project Director.

representatives and senior government officials in transitional countries.
