University Research Co., LLC (URC), a global public health consulting firm, () is growing. To support our expansion, we seek a Senior International Recruiter based in our Bethesda, MD headquarters to further strengthen our recruitment programs and bring in talent.
This person will focus on identifying and qualifying candidates to staff new long-term field programs and fill a variety of consulting assignments. The incumbent will work with URC field offices in capacity building focused on recruitment and employment-related policies and practices, and will bring best practices to staffing in-country positions.
The successful candidate will partner with business development teams to source foreign national and U.S. health management and technical professionals to support a successful staffing strategy in response to national, international and private donor requirements.
Primary responsibilities include:
- Partner and provide expertise and support to the Program Development Team in writing staffing sections of strategic proposals, including strengthening the Chief of Party and technical staff resumes and profiles
- Design and initiate effective recruitment strategies and conduct specific campaigns to fill positions in specialized technical fields such as HIV/AIDS, TB, malaria, nutrition, reproductive health, maternal and child health
- Establish recruitment networks with regional institutions in Africa, Asia, the Middle East, LAC region, and Eastern Europe
- Work with senior management on improving job descriptions that are competitive and challenging to applicants
- Coordinate and interviews in teams or in individual sessions as needed, and advise new managers of employment related issues related to legal interviewing questions
- Enhance the quality of staffing procedures and retention in field offices, and work with senior managers on local compensation structures and job descriptions for project office personnel
- Check references, and document the recruitment process in compliance with URC corporate policies and procedures and federal guidelines
- Oversee and develop the international consultant database and promote the use of new technical professionals to broaden our universe of experts
- Participate in external presentations and contribute to developing a higher profile for URC-CHS in the communities in which we work
QUALIFICATIONS NEEDED:

- BA/BS (Master’s degree preferred) in a relevant discipline. Certification in internet recruiting and/or social media recruiting is a plus.
- Five (5) or more years of relevant experience recruiting for local, regional and expatriate staff for overseas global health assignments.
- Recruiting experience within a government contractor environment leading the recruitment of senior development professionals is essential.
- Field time in a developing country for two years is preferred.
- High facility with social media and online recruitment systems is a must.
- Language fluency in French or Spanish is highly desired.
- Track record of having excellent writing, organizational, teamwork, and communication skills is essential.
- Demonstrated ability to network, and create linkages with field staff and other organizations.
- Familiarity with USAID, our key client, is important.
- Ability and willingness to do occasional internationally-based travel to field offices.
