Project/Proposal Summary:

The USAID Performance Management Plan in Lebanon (PMPL) is tasked with developing and implementing comprehensive performance management, monitoring, evaluation and program reporting to ensure that USAID’s projects in Lebanon achieve their targets.  The project is responsible for implementing its Performance Management Plan (PMP) in a way that is useful and practical for decision making and reporting.  This includes reviewing and establishing project baselines and targets through surveys and studies, collecting and analyzing PMP data, assessing the quality of program data, and providing training and technical assistance to local partners on M&E.  At USAID’s request, PMPL also conducts formal evaluations of the Agency’s programs.

 

Position Summary:

The Senior M&E Officer will serve as resident expert in M&E, providing strategic thinking and technical leadership for PMPL activities.  S/he will hold primary responsibility for overseeing all evaluations, surveys, analyses and assessments; designing  evaluation methodologies, participatory data collection methods and protocols; refining data verification techniques; and analyzing M&E data collected by Implementing Partners (IPs). S/he will also participate in training offered by the Program to IPs and others and may lead in design and delivery of this training  according to COP instruction.

 

The Senior M&E Officer will work closely with the PMPL Sr. Information Officer and with the designers of USAID/Lebanon’s MIS/GIS so that this system is responsive to the information needs of USAID and its partners. The Senior M&E Officer, as a staff member of PMPL and a representative of MSI, will work to build strong working relationships with the USAID mission as well as GOL stakeholders ,other USAID implementing organizations and Lebanese civil society partners.

 

The position is located in Beirut, with significant regional travel throughout Lebanon.  This position is full-time with a 40-hour workweek approved. No overtime or premium pay is authorized. This key technical and supervisory position will be accompanied by an appropriately competitive salary for an individual matching the desired experience and skills.

Responsibilities:

  • Ensuring M&E reports are produced on time, technically valid, and of high quality;
  • Produces and/or oversees analysis of data in response to requests by the PMPL COP or Mission;
  • Responsible for ensuring data collected, collated and analyzed are done so in appropriate manner, meet data quality standards, and accurately reflect field realities;
  • Conducting consultations with partner organizations to meet performance monitoring and reporting requirements of the Mission, including performance management input to the web-based M&E system and conducting data quality assessments. Providing data and analysis for USAID and PMPL quarterly reports;
  • Assist with the development and updating of the project annual Workplan;
  • Assist with the writing and/or review of technical reports (e.g., evaluations and assessments) for USAID;
  • Determines technical assistance needs and, coordinating with MSI home office, recruits consultants;
  • Manages the repository of tools, guidelines and reference documents for M&E and other materials;
  • Sets up project-wide assessment mechanisms that measure and document the achievements and accomplishments of the implementation plan indicators against set performance targets including mid-term milestones/benchmarks, annual and expected end-of-project results, and targets;
  • Regularly provides monitoring data that strategically informs the Chief of Party’s decisions on project performance and future direction;
  • Develops and updates M&E training materials; and
  • Contributes to research and M&E methodology development activities as they relate to capacity development.

 

Qualifications:

  • A minimum of 5 years of experience in overseeing evaluations, analyses and assessments throughout the life of a project, including:
  • Familiarity with local government and civil society strengthening; income generating activities in agribusiness and tourism sectors; educational strengthening; and/or improvement of water services.
  • Experience in the design, quality, development and production of assessments, analytical reports and evaluations, including testing of the validity of results frameworks and other program logic models.
  • Field monitoring, social surveys, rapid assessment techniques,  and statistical analysis
  • Knowledge of Lebanon’s development challenges
  • Experience in unstable, conflict-prone or post-conflict reconstruction environments
  • Able to work comfortably with many types of people, from USAID representatives and senior-level officials to NGO representatives, to community service organizations and beneficiaries
  • Additional expertise in one or more of the following cross-cutting sectors: integrated community development, livelihoods and job creation, microenterprise, agriculture, natural resource management, democracy and governance, gender, youth engagement, health, education, conflict mitigation and transformation, community leadership and empowerment, public education and communication, and/or small infrastructure
  • Fluent English and Arabic strongly desired
  • A Masters degree or higher in relevant subject areas
  • the design of the evaluation methodology, preferably representing a broad mixture of empirical methods;
  • application of participatory data collection techniques and protocols; and
  • data verification techniques.
