RTI International is currently seeking qualified applicants to fill the position of Senior Technical Advisor for HIV in Asia. The successful candidate will be a part of RTI’s fast-growing Global Health Group (GHG). GHG implements broad-based programs in health systems and finance, health policy and research, health governance and public private partnerships, malaria and vector control, neglected tropical diseases, and HIV. The Senior Technical Advisor for HIV will oversee new HIV programs and initiatives especially related to key affected populations (KAPs) and People Living with HIV (PLHIVs) and provide short term technical assistance to existing HIV projects, particularly in the areas of monitoring and evaluation and research. This position will report to the Deputy Director, Asia and will be based in the Asia region. This position offers excellent opportunities for professional growth and long-term advancement at the Institute.
Responsibilities: RTI has on-going HIV projects in Asia and elsewhere and is aiming to take advantage of upcoming opportunities to expand its work in Asia. Thus, we are seeking a seasoned HIV professional who has the skills and experience for innovative technical work, and who can also take a leadership role along with U.S.-based staff in expanding RTI’s institutional capacity in the region. Specifically, the successful candidate will lead the following types of activities:
• Work in conjunction with GHG senior staff to analyze business opportunities for program expansion. Work with RTI colleagues, consultants and/or partners to lead and participate in business capture planning efforts and lead/contribute to proposal development.
• Keep abreast of the HIV literature and programs, and be knowledgeable about HIV policies, program effectiveness, research and impacts. Develop and implement a series of technical seminars and up-dates sponsored by RTI in Asia. Research and write policy briefs on key HIV issues in Asia.
• Collaborate with strategic partners in the region on joint activities including technical presentations, small research projects, policy briefs, and country planning visits.
• Serve as one of RTI’s senior technical leaders for the GHG’s existing HIV projects in Asia especially as the work pertains to KAPs and PLHIVs.
• Provide short-term technical assistance to RTI’s existing and growing portfolio of HIV projects particularly with regard to monitoring and evaluation and research design/implementation.
• Participate in donor and implementers technical meetings, briefings, international conferences, and other events as well as keep up on the latest developments in HIV programmatic and funding trends. Interact and network with donors, potential partners, competitors, and major HIV groups.
• Help recruit and manage staff and consultants in Asia, as appropriate.
Skills and Requirements:
• Masters Degree or Ph.D. in Public Health, Epidemiology, Health Sciences, or related field.
• Candidates should have at least 12 years of experience or equivalent in international health and development with an emphasis on HIV programs. Experience with policy analysis, research, program design, program management, strategic information and/or M&E related to KAPs and PLHIVs is required.
• Experience working on PEPFAR programs (and in particular the monitoring and evaluation of PEPFAR programs) and working with USAID is required.
• Experience working with other donors (AusAID, DfID, etc.) is desirable.
• Experience in working directly with key affected populations (men who have sex with men, people who use drugs, transgender people and sex workers) and people living with HIV.
• Prior experience in technical documentation targeting the area of global health;
• Prior experience successfully leading the writing of technical proposals for USAID and other donor agencies highly desired;
• Written and oral fluency in English is required. Additional language fluency desirable.
• Flexibility and ability to handle multiple tasks and work collaboratively with others.
• Ability to interact effectively with all levels of internal and external clients.
• Established skills at oral and written communications and proven negotiation skills.
• Demonstrated skills at writing clearly and succinctly, and experience functioning in bureaucratic systems.
• Ability to travel frequently throughout the Asia region and to the U.S.
