The Southern Sudan Technical Assistance Program (SSTAP), funded by USAID and implemented by FHI 360, focuses on building capacity at the Republic of South Sudan Ministry of General Education and Instruction (RoSS-MoE) in the areas of policy development, planning, budgeting, systems development, and program implementation. SSTAP emphasizes capacity building in program implementation at the state level, increasing the quantity of teachers, improving their quality, and strengthening the systems that support teachers. The SSTAP places a Senior Technical Manager who will act as an Advisor to build capacity at MoE headquarters and at State Ministries of Education (SMoEs) who build planning and implementation capacity at state and local level strengthening linkages between MoE and the state ministries.
The Senior Technical Manager/Advisor works with the SMoEs in the following areas: 1) developing yearly plans and budgets; 2) setting up or strengthening administrative and communication systems within the SMoE; 3) strengthening financial management of programs; 4) designing and implementing systems of monitoring and evaluation of programs; 5) designing and implementing teacher in-service programs within the state; 6) helping to carry out a system of teacher verification and teacher payment; 7) working to strengthen Alternative Education Systems within the state; and 8) working to strengthen the new County Education Centres. The Senior Technical Manager/Advisor also play an important role in assisting SMoEs to leverage the support of local NGOs
Qualifications
Masters required, Doctorate preferred and at least five years direct experience in basic education programs in Africa. Experience in a conflict or post-conflict context preferred.
Experience working in South Sudan, with strong knowledge of the South Sudan education system and policies preferred.
Skills and experience in an area such as educational planning, finance and budgeting, teacher professional development, curriculum development, or monitoring and evaluation.
Familiarity with USAID standards and procedures.
