Job Purpose:

To perform specialized work encompassing division-wide responsibilities. Specifically, to be a senior member of a team of Asset and Liability Management (ALM) and financial policy professionals responsible for providing advanced analytical work necessary for ALM, financial policy formulation, financial resource mobilization, financial planning, and implementation in relation to ADB’s ordinary capital resources (OCR), Asian Development Fund (ADF) and other Special Funds.

Expected Outcomes:

ALM Policies and Operations
- Takes an active involvement in the research, brainstorming discussion, editing, analytical work, and finalization of strategic papers, including financial policy and financial resource mobilization papers and other periodic Board papers.
- Assists in the preparation of responses to queries and/or information requests from Management, Board members and other internal departments on matters relating to financial policies, financial resource mobilization and financial operations of ADB.
- Responsible for providing advanced quantitative analysis, and supervising the preparation, maintenance and improvement of ALM reports to support ALM decisions and management.
- Take active role in the implementation and maintenance of ALM systems to ensure the systems can provide necessary projections and scenario analysis to support financial management and planning.

Financial Resource Mobilization and Financial Analysis
- Undertakes advanced analytical work, research and technical studies relating to various aspects of ADB’s financial resource mobilization and financial policies.
- Assist in providing analytical support for the periodic ADF replenishments exercise and related midterm reviews.
- Maintains procedures, guidelines and controls to ensure integrity of financial information, and manage financial risks (such as currency risk, interest rate risk, liquidity risk, overall capital adequacy and income) of OCR portfolio and ADF portfolio. Identifies discrepancies and/or excessive risk levels and proposes solutions.
- Undertakes the tasks of simplifying manual quantitative and repetitive procedures to enhance efficiency.

Coordination/Liaison on Financial and ALM Issues
- Takes active interest in ADB-wide initiatives and committees including the various funds and facilities proposed, interdepartmental comments on project and policy papers, etc.
- Interacts with other departments in understanding assets and liabilities and related assumptions, financial administration issues such as instruments of contributions, promissory notes and schedules of contributions and/or encashments.
- Interacts with business units to understand product, product composition and/or positioning, product pricing, investment strategies, hedging, funding methodologies, and ALM operational decisions to enable better policy perspective and ALM operational matters.

Client Services
- Has a good understanding of OCR, ADF, peer MDBs’ financial products, product pricing and product features.
- Provide analytical support for OCR and ADF clients’ debt management needs and requirements as needed.

OthersSupervises junior local staff, and shares knowledge and understanding of subject matter with junior staff to enhance their analytical capability, and directs them in resolving technical issues. Provides support for divisional budget activities. Identifies opportunities to improve efficiency, effectiveness or timeliness through automation, simplification, delegation, elimination or communication. Performs any other duties as required.

Educational Requirements:

Bachelor’s degree in Banking, Business Administration or other disciplines, preferably with a professional qualification in Accounting and/or Finance and a Master’s degree or equivalent

Relevant Experience And Other Requirements:

Work Experience
- At least 8 years of experience in Banking and/or ALM with good understanding of financial accounting and banking, and financial analysis of institutions similar to ADB, and at least 4 years of supervisory experience.

Technical Knowledge
- Proven supervisory and interpersonal skills with ability to provide feedback to subordinates with ability to plan, organize and direct the activities of a work unit.
- Proficiency in computer software in common use at multilateral institutions and specialized Treasury-related software
- Solid understanding of relevant Treasury and a multilateralinstitution’s policies, guidelines and reporting formats
- In-depth understanding of the interactions between a multilateral institution’s different work areas and relevant work flows and their purpose
- Ability to analyze and understand financial and/or risk implications of lending operations; ability to exercise independent judgment and effect financial analysis of a non-standard nature.
- Ability to solve problems, and prioritize information based on its materiality.
- Must be detail-oriented with data.
- Ability to demonstrate creativity and innovation in the performance of tasks.
- A very good team player with an ability to handle highly confidential information

People and Leadership Skills
- Ability to manage and coordinate tasks among junior National Staff and Administrative Staff and liaise with concerned groups within ADB.
- Excellent oral and written communication skills in English.
- Ability to plan and coordinate schedules in order to meet deadlines.
