Deputy Chief of Party/Budgeting and Finance Expert

The East-West Management Institute, Inc. (EWMI) seeks a Deputy Chief of Party (DCOP)/Budgeting and Finance Expert for a five-year project funded by the United States Agency for International Development (USAID). The Separation of Powers Project, which began in September 2008, supports judicial and parliamentary reform in Serbia, and the position is based in Belgrade.  The DCOP/Budgeting Expert will be responsible for developing strategies and advising the Serbian judiciary on how to allocate, acquire and manage its budgetary resources.  In particular, the DCOP/Budgeting Expert will assist the judiciary establish its own budgeting department, including through strategic planning, defining jobs and structure, training staff on budget planning and management, and developing statistical data collection and auditing capacities. As DCOP, the position will also entail overall oversight on the project, including on such matters as program reporting, monitoring and evaluation, public outreach, and training.

Successful candidates will possess the following qualifications:

  • A minimum of 10 years relevant professional experience, including in the use of program-based budgeting;
  • Previous experience in government budgeting in acountry that was formerly part of Yugoslavia or other civil law countries preferred;
  • Experience in monitoring and evaluation and/or training and/or public education and outreach;
  • Experience working on USAID-funded projects, or other reform projects supported by international donor organizations;
  • Strong leadership, writing, communication and management skills;
  • A graduate degree in economics/finance, public administration, law or other relevant discipline;
  • Fluency in English required; knowledge of Serbo-Croatian a plus; and
  • An ability to work well as a member of an international team.
