OVERALL RESPONSIBILITIES

The MIS Technical Coordinator will provide timely and high-quality technical assistance to the Ministry of Health's Pharmacie Sante Publique (PSP), consistent with the SCMS workplan. She or he will also manage and provide technical input for all Warehouse Management System (WMS) related activities. The SI Technical Lead will also be involved in the design and implementation of other Health Management Information Systems at PSP.

 

SPECIFIC DUTIES AND RESPONSIBILITIES:

  1. Interpret current business requirements and implement the necessary technology to fulfill requirements. Design test plans and test scripts and ensure unit / integration testing is completed to ensure quality of the system
  2. Serve as the primary technical lead for the MACS-WMS, analyzing existing application interfaces, schemas, data needs, system deficiencies and implement effective solutions.
    1. Liaise with the PSP ARV unit on the interfaces between the automated LMIS and the current MACS Warehouse Management System (WMS) as well as with other required systems e.g. Quantimed and Pipeline.
    2. Maintain and enhance the Central Data Repositories (CDR) / website
    3. Oversee inventory management and stock taking functions of the WMS
  3. Oversee the preparation of technical reports, operational plans, tools and materials needed to maintain the Warehouse Management System currently in place at PSP. Liaise with the SCMS contracts office and MIS manager to ensure that the MACS WMS contract satisfies the needs of PSP
  4. Advise and support the MOH-PSP and the SCMS -SI team to design and implement routine system evaluations.
    1. Assist in the development of technical training material
    2. Hold refresher trainings for PSP personnel using the MACS WMS.
  5. Work in collaboration with the MACS developers and program managers to resolve system failures or bugs within the system. Oversee all technical aspects of the WMS including updating of code and change requests to be routed to the vendor
  6. Provide technical assistance with other Information Systems e.g.
    1. Assist with the design, and implementation of the automated Logistics Management Information System (LMIS)
    2. Assist with the upgrading of SIMPLE 1&2 to the latest version of ARV Dispensing Tool (ADT)
  7. Perform other duties evolving from emerging needs and as assigned by the supervisor,

POSITION REQUIREMENTS

  • B.S. in Computer Science, Engineering, Mathematics or an equivalent combination of education and experience
  • 5  years of software architecture/design experience
  • Experience w/various development methodologies. Should understand and be able to execute the Software Development Lifecycle (SDLC).
  • Understanding of the Pointsync platform is highly desirable
  • Must have strong troubleshooting and debugging skills
  • At least 5 years work experience in the design and management of information systems experience in the development and/or on-going operation of health management information systems (HMIS), including experience designing and maintaining complex databases
  • Experience preparing and delivering presentations, facilitating workshops and meetings and training others in elements of HMIS and monitoring and evaluation
  • Commitment to capacity strengthening, including prior experience developing practical, on-the-job HMIS and/or monitoring and evaluation training programs
  • Demonstrated ability to work effectively and harmoniously with other project staff, host country counterparts, USAID, consultants, other donors and international organizations
  • Ability to work independently and to manage various projects on a daily basis with minimal supervision
  • Ability to set and follow ever changing priorities. Excellent time management
  • Excellent customer service skills
  • Excellent writing and communications skills in French and English
  • Expertise in use of EPI info, Epi data, SPS and other statistician software is a plus
  • Ability to learn and gain proficiency in new technologies quickly

VERY STRONG SKILLS IN THE FOLLOWING;

  • Expert with relational database model
  • Expert in SQL
  • In depth ASP, JSP, JavaScript, CSS and (X) HTML knowledge
  • Ability to troubleshoot complex software and hardware issues
  • Good understanding of windows mobile platform
  • Knowledge of SOTI or other remote management software is a plus
  • Strong database knowledge specifically SQL Server or MySQL
  • Familiarity with Windows Server, Internet Explorer, Firefox, etc. required
